There exist large distance between the domestic and international in information technology field.But this distance also create a large market.At present,China is the one of the first class customer of semiconductor products.And trend shows that China will be mostly the largest semiconductor products market.But not matching the position,the domestic semiconductor products supplement is still under a normal level.Facing the situation,the state council released “The Brief of China Semiconductor developing road map” at June,2014.The “Brief” shows analysis of the advantages of domestic market and environment,gives advices to push creativities of firms and other organizations,and aims at the leaping development of domestic semiconductor industry.Under the guidance of “Brief”,and under the support of local government,domestic semiconductor companies starting the trend of value chain analysis and optimization.As a state hold company,H Company taking both supports from government policy and state capital.But when new value chain formed,more potential risks appreared.The paper based on exist theories and methodologies of value chain and cost management,and also based on present situation and practice experiments,tried to give independent value chain analysis and optimization advices.And also presents opportunities and challenges of H Company.Through the value chain analysis of H company,the paper conclused following conclusions.First,product life cycle management and Kaizen methodologies will reduce the cost of legcy product line.Second,based on the situation of H company,IPD flow will align research and development activities.Third,in the production engineering,the application of LEAN will short the production launch time and reduce production cost.Fourth,the adjustments of marketing,purchasing and organization will also smooth the value chain of H Company.
