A Study On Management Of Rural Homestead In Wujiang District,Shaoguan City

Land is the material basis and space vector of economic and social development,as one of the important parts of collective land in China,its management involves a wide range of complex interests,which is related to economic development,political progress,social harmony,cultural development and ecological civilization,and has an important impact on economic and social development.For more than 900 million rural household population in China,it is an important property rights,but also one of the basic protection of farmers’ lives.As for the rural collective economic organization,the rural homestead is the most important part of the collective land,and also the important material base of the rural economic organization.For the country,it is an important land resource,its management effectiveness is directly related to the sustainable development of economy,society and social stability.The production and development of the current homestead system is more than 60 years,since the reform and opening up,China has been experiencing great economic and social transformation.The rural homestead system,which is mainly produced in the planned economy era,is gradually changing from the social and economic conditions,so it is necessary to strengthen the reform and innovation of its management to meet the needs of the new situation.This paper selects the Wujiang district of Shaoguan city as an example,using five parts to research the rural homestead management in Wujiang district.The first part introduces the background and significance of the topic,analyze the basic concept of rural homestead,and determine the scope of this paper.The second part showing the management subject,management contentand and management means in Wujiang district by using specific data.And briefly introduces the district social,economic and policy background in Wujiang district.The third part focusing on the problems of management subject,management contentand and management means in Wujiang district,discussing the problems of land use planning,homestead use,homestead approval,homestead exit mechanism and law enforcement.The fourth part pointing out the reasons.Finally,this paper puts forward that the management of rural homestead should focus on the clear positioning and management of the main responsibility,strengthen management and consummate content management.
