This thesis attempts to explore the progress and problems in the cooperation between the World Bank and NGOs.Over the past four decades,the relationship between the two has gradually changed from hostility and unfamiliarity to contact and cooperation,and eventually a relatively complete cooperation mechanism and an important cooperative partnership were formed.The course of cooperation is broadly divided into three stages.From mutual contact,dialogue and communication to the establishment of partnership,both sides have made great efforts.In terms of project participation,the number of NGOs participating in World Bank-supported projects has generally risen;in terms of the policy dialogue and consultation,NGOs' influence on the World Bank has deepened.However,the road to cooperation isn't smooth,and two main problems have arisen in the process of interaction and cooperation.Firstly,the relationship between the World Bank and NGOs cannot go further;second,there are many failed cases.These problems are attributable to many factors.Some of these factors are inherent.Due to the institutional nature of the World Bank,NGOs and national governments,there are lots of frictions.Others are technical reasons.First of all,the World Bank needs to invest extra time and energy in cooperation with NGOs,such as suitable staff;second,both the World Bank and NGOs need uninterrupted exploration for the purpose of achieving better cooperation for lack of sufficient experience and capacities.By analyzing and exploring these issues,it is helpful and essential for the World Bank and NGOs to promote better and faster development in the future.The thesis consists of five chapters.The first chapter is Introduction,including research background,literature review,originality of the thesis and research methods.The second chapter is the cooperation progress.Drawing on A Null and Three Alternative Hypotheses by Robert Kelly,this chapter aims to assess the influence of NGOs participating in the World Bank at different stages.The third chapter is about the cooperation problems.There are mainly two problems.The fourth chapter pays attention to reasons.According to the cooperation process for more than 30 years,this chapter selects the relevant typical cases as the support,and analyzes the reasons.The last chapter is Conclusion.Through reviewing the main contents of the preceding chapters,this chapter summarizes the cooperation process,problems and reasons between the World Bank and NGOs since the 1970 s,and further emphasizes the dilemma of cooperation faced by the World Bank and NGOs when their cooperation has continuously deepened and expanded.
