At present,drilling enterprises in China are in a worse situation.First,international oil price continues to fall.As a result,party continue to compress the scale of investment,declining in demand for drilling service and increasing the difficulty in opening up the market;Second,recombination of the oil industry separates drilling enterprises and the party,making the weakness of mechanism highlighted;Third,enterprises emphasis on asset size and contempt asset maintenance in a long time.These factors make more underutilized rigs and increase drilling cost.In this situation,how to combine asset management into drilling cost management practices effectively become a major and complicated problem.First,I learn the drilling cost management and asset management theory.Asset management and drilling cost management have same objectives.The drilling cost management have some problems,for example invalid cost is ignored,indirect cost is allocated irrationally,return on assets is not in the evaluation system,management hierarchy is not complete;Taking into account the characteristics of the drilling business,Construction of the drilling cost management mode in the perspective of asset management is necessary and feasible.Rig is this mode target,establishing five layers of management and following the closed-loop cost management process such as budgeting,controlling,accounting,assessing and analyzing.This mode is designed to reflect the profitability and input and output level truly and to provide support for the market layout,structural optimization,well team-building decisions.Budgeting is a flexible budget,including workload budget,revenues budget and cost-effective budget.Process control is to use many ways to reduce invalid cost.Cost accounting include refining the cost of drilling and establishing "invalid costs" account.Cost assessing focuses on indicators rank.Cost analyzing include normal and abnormal cost analysis.Finally,the model is applied in one drilling company.Propose safeguards to improve the organization,such as reinforcing rig equipment management,developing information systems and constructing the internal market.
