Research On Financial Management Of Government Organs

Government financial management is an important part of government management,and directly affects the performance of other government functions.With the reforming of the administrative system of government agencies,the financial management of government agencies is also facing important changes.Taking this opportunity,we study the financial management of government agencies,making in-depth analysis of existing problems and propose solutions to them,hoping to provide reference for the improvement of government financial work with some practical experience.In the new economic development situation,what are the requirements of external environment for government financial management,shortcomings in government financial management,room for improvement of staffing,system,mechanism and relevant management institutions,aspects from which the work efficiency can be improved and so on,have become new problems faced by financial management of government agencies.Based on the construction of government financial management evaluation model,this paper has reviewed and analyzed the research results of domestic and foreign scholars on the modes,existing problems and theories of government financial management.Methods such as AHP analysis,regression analysis are synthetically used to study the financial management of government agencies,with the combined application of induction&deduction,investigation&case study,empirical research&literature review,qualitative&quantitative analyses,and micro¯o studies.In this process,this paper applies the method of fuzzy comprehensive evaluation to the evaluation of government financial management.According to the division of functions of and the actual situation of government financial management,the evaluation index system is established and the AHP model is constructed.The data of this study are from the questionnaire survey conducted in PLD City,including the experts' score questionnaire and problem study questionnaire of government financial management.On this basis,the data are sorted and analyzed with AHP analysis and regression analysis.Results of the analyses show that the experts and leaders pay more attention to the indicators of departmental budget,less attention to the indicators of personnel and system,and relatively average attention to other indicators.The financial staff of the government agencies rate high for the aspects such as treasury payment and departmental budget,but low for the aspects such existing staff and systems,special funds,and government procurement.Meanwhile,financial faculties with longer service period and older age are often more satisfied than those with shorter service period and younger age.Finally,this paper puts forward some countermeasures and suggestions to improve the training of financial faculties,establishing and perfecting the operations systems,standardizing the use of special funds,and further reinforcing the government procurement work.
