Research On The Evaluation Index System Of China's Medical Tourism Assistance Institutions

With the increase of national income,consumption escalation is showing up,and more and more people begin to choose cross-border medical tourism after considering various factors such as treatment effect and service experience.In order to meet the market demand,medical tourism facilitators have begun to appear in large numbers.These market players are active in the medical tourism industry and are an important link between consumers and overseas medical service providers.However,the medical tourism facilitators in China are still in an extensive development stage.There is no exclusive regulatory department,no industry standard,no specific access mechanism,lack of effective access standards and supervision.The medical tourism facilitators are in urgent need of establishing a set of evaluation systems that are in line with the actual development of China's medical tourism facilitators to standardize the market environment.Objective:This study aims to establish an evaluation index system for China's medical tourism facilitators.It can effectively evaluate the Chinese medical tourism facilitators in the market and play a positive role in the dynamic supervision of related departments or industry associations.At the same time,consumers can refer to the assessment results in the case of overseas medical tourism needs and screen the numerous medical tourism facilitators that exist in the market.Methods:(1)Literature research method:Search Chinese and English databases such as CNKI,Wanfang,Web of Science,and PubMed.Collected relevant documents such as medical tourism and institutional access to understand the current state of medical tourism facilitators development and research status.Summarized the evaluation indicators for medical tourism facilitators;(2)Delphi method:based on the framework of indicators collected in the previous period,a questionnaire was prepared and sent to the selected 20 experts by e-mail.The Delphi method was used to consult the indicator framework and select indicators based on expert opinion.(3)Analytic Hierarchy Process(AHP):Invite experts to score indicators and use the analytic hierarchy process to determine the weights of indicators at all levels.(4)Statistical methods:A database was created using Microsoft Office Excel 2016,and the collected data was analyzed and processed using SPSS22.0 software and YAAHP software.Results:(1)Through the preliminary literature research and expert consultation,the framework of evaluation indicators for China's medical tourism facilitators was constructed,starting from the eight dimensions of qualification verification,personnel quality,credit evaluation,product indicators,service level,security and social responsibility.A total of 42 indicators were collated;(2)The first round of expert consultation issued 20 questionnaires,15 were recovered,the recovery rate was 75%,the expert coordination coefficient was 0.290,8 indicators were excluded and 1 was added;the second round of expert consultations distributed 15 questionnaires,15 were recovered,and the recovery rate was 100%,expert coordination coefficient 0.412.A total of 5 indicators were eliminated,leaving 30 indicators in the end;(3)After the experts rated the index weights,the qualification review(0.331),credit evaluation(0.279)and security guarantee(0.142)ranked in the top three.Conclusion:The development and growth of China's medical tourism market can not be separated from the standardized operation of China's medical tourism facilitators.The relevant departments and associations should strengthen the supervision of China's medical tourism facilitators,carry out dynamic evaluation of Chinese medical tourism facilitators based on scientific evaluation criteria,and formulate market access and market withdrawal mechanisms;China's medical tourism facilitators,as important participants in China's medical tourism market,are committed to operating with integrity on the premise of ensuring qualifications in line with market access requirements,improving service levels,ensuring consumer safety,strengthening products competitiveness and actively fulfilling their social responsibilities.
