At present, the promotion and deepening of knowledge economy exacerbate the competition between domestic and foreign countries, and the pressure faced by enterprises is bigger and bigger. For enterprise,Innovation is the source of obtaining competitive advantages and seeking new growth points. The progress of enterprise innovation ability are related to the survival and development of enterprises in the future. At the present stage, there are still some gaps in the R&D ability between China and the major developed countries in the world. The innovation activities are characterized by high risk and high input. But once it is successful,it can bring great positive effects. Therefore,it is unrealistic to rely on the market mechanism to promote the innovation ability of the enterprise completely.Because of the existence of "market failure",it is necessary for the government to exert macro regulations to intervene the market by financial support or other preferential measures, the government can reduce the risk of the enterprise by allocating the social resources to the enterprise reasonably, and further promote the enterprise to increase the innovation input.when the enterprises become the main force of innovation,as a result of driving the improvement of China's overall innovation ability and building an innovative country.Innovative enterprises are the main body of enterprise innovation. Therefore,it is of certain practical significance to study the influence of government subsidies on innovation ability of innovative enterprises under the background of vigorously developing the innovative country and improving the overall innovation ability of our country. This article intercepts the research sample of the manufacturing enterprise of the GEM listed company in 2012-2016.The purpose of this study is to explore the impact of government subsidies on innovative inputs and output of enterprises, and the difference between government subsidies and enterprises' innovation capability based on industry differences and regional differences.First of all, this article summarizes the relevant literature review at home and abroad, and puts forward the research hypothesis.Secondly, based on the data of 205 GEM listed companies in China for 2012-2016 years, the empirical analysis of the hypothesis is carried out. Finally,we draw the conclusion that government subsidy has a significant positive correlation to enterprise innovation input, which shows that governmentsubsidy has a positive effect on enterprise innovation input, and the relationship between government subsidies and innovation output is not remarkable.According to regional difference between the eastern and the western, government subsidies have some degree of impact on the innovation investment, which is more obvious in the central and western regions than the eastern region, and government subsidies in the promotion of innovation output is remarkable in the eastern region.According to the industry difference, government subsidy has a significant positive impact in the innovation investment of high-tech enterprises, while it is not remarkable in the traditional enterprises' innovation input.Government subsidies have a significant positive correlation with the innovation output of high-tech enterprises and traditional enterprises. Finally,on the basis of the research conclusions, this paper puts forward some policy suggestions, and points out the shortcomings and future prospects of the research.
