With the trend of multi-polarization and economic globalization increasingly deepening in the world today,the global economy is still in a period of profound adjustment.It is difficult to recover in twists and turns.A new round of scientific and technological revolutions and industrial changes are about to burst in gestation,and the global governance system is undergoing profound changes.In order to adapt to changes in the environment and guide the practice of corporate risk management in the new era,COSO revised and refined the 2004 ERM framework and launched a formal version of the new framework in 2017.All along,relevant personnel have been working on the research of the old COSO framework to guide the practice of risk-oriented internal audit.Comparing the old and new frameworks,it is not difficult to find the connotation of risk and the position of risk management work has changed.Therefore,the risk-oriented internal audit model must also be changed to better meet the challenges of the new era.This paper uses a combination of normative research and case studies.Taking a state-owned enterprise as an example,it first analyzes the shortcomings of its existing risk-oriented internal audit model,and then combines the new COSO framework with the use of risk management,internal control,corporate governance and other theories.Based on the development strategy of the organization,the S Group audit model was optimized.The reason why we chose the S Group as an example is that the national “Thirteenth Five-Year Plan” requires the promotion of the reform of state-owned enterprises,the strategic transformation of state-owned enterprises,and the promotion of reforms.It is necessary to establish a management and operation mechanism that is compatible with the strategic objectives to activate its operating efficiency and achieve effective governance.However,the existing risk-oriented internal audit model cannot fully meet management requirements,and the development of auditing activities lacks of strategic importance.The second reason is that the organizational structure of S Group is more reasonable and the construction of internal control system is relatively complete.It has realistic conditions for optimizing existing models and operating new models.Based on the comparative study of the old and new frameworks,this paper concludes that the direction of optimizing the risk-oriented internal audit model in the new era is enterprise-strategic orientation,paying more attention to changes in internal and external environments,and reviewing risk management in a dynamic,macro,and integrated perspective;take the strategy as the guide to improve its own positioning;more emphasis on helping the organization achieve its goals and promote the organization to increase the value;strengthen the advisory service function and play a role in helping organizations to make scientific decisions,optimize systems,and prevent risks.Based on this,this paper attempts to establish an internal audit model led by strategy to optimize the existing model.
