Research Of The Sustainable Development Of Marine Fisherise In Zhoushan

Zhoushan City is located in the northeast of Zhejiang Province,surrounded by the sea,is the first prefecture-level city with archipelagic structure.Zhoushan fishing ground is China's largest fishing ground.It is rich in fish.Zhoushan is known as the fishing capital.Before 1990 s,fisheries had been the most important pillar industry in Zhoushan,accounting for the largest share of the national economic structure.Although the proportion of fishery in the national economic institutions has decreased,it is still one of the important industries in Zhoushan.The abundant fishery resources of Zhoushan fishing ground not only bring up the advantages of the fishing industry of Zhoushan,but also are the basis for the survival of tens of thousands of local fishermen.However,since 1970 s,due to the continuous increase of fishing intensity and marine environmental pollution,the fishery resources of Zhoushan fishing ground have been declining,which has seriously affected the sustainable development of Zhoushan marine fisheries.On the basis of combing and analyzing the history and present situation of Zhoushan fishery,this paper reveals the main reasons for the decline of fishery resources in the main fishing ground of Zhoushan marine fishery.The main problems of Zhoushan marine fishery in fisheries management,fishery system and mechanism,fishery industry structure and marine environment protection are found,and the countermeasures and suggestions are put forward.This paper holds that the main problems affecting the sustainable development of Zhoushan marine fishery are:First,the general quality of practitioners is not high,lack of managerial talents;Second,the rules and regulations are not perfect,there are some defects in the "double control" system and closed season fishing system.Third,the marine ecological pollution is serious,the pollutant emissions exceed the prescribed emission standards,the ecological compensation mechanism lacks the guidance of the normative documents;The structure of marine fishery industry is not clear,and the development of leisure fishery is still in the primary stage.Fourthly,the structure of marine fishery industry is not clear,and the development of leisure fishery is still in the primary stage.In view of the above problems,this paper proposes the following solutions:First,to increase efforts to control fishing intensity to prevent further damage to the marine ecological environment;Second,to standardize law enforcement work,strengthen supervision,achieve fairness,justice,openness,and improve the overall quality of law enforcement personnel;Third,to establish sustainable development ecosystem,control marine pollution and maintain ecological balance;Fourth,accelerate the adjustment of industrial structure,vigorously develop leisure fisheries,so that the fishing industry in Zhoushan City embark on a new path of sustainable development.
