Research On The Fiscal Investment In The Rural Hospital Since New Medical Reform

2009 is the new year of the new medical reform in China.The guiding program of the reform was introduced and pointed out that the finance would be more biased towards rural health cause.In 2017,the Medical and Health "13th Five-Year" Plan once again stressed the importance of primary health care,which is the development opportunity of rural hospitals in China.However,there are many problems in the rural hospitals,such as manpower,financial and material resources,which are insufficient in quantity and poor in quality.The health of rural residents is not ideal.In order to analyze the use of financial input for the rural hospital since the new medical reform,this paper makes a descriptive analysis by using the data of 2010-2017 years' medical statistics yearbook from the perspective of manpower and material resources.Then this paper selects the variables that can represent the investment of manpower and material resources,and uses the panel data of the new medical reform in various provinces in China to analyze the impact of the investment of human and material resources on the medical and health expenditure of rural residents as a whole by using Stata.The results show that the expenditure has significant statistical significance to the health care expenditure of rural residents.The increase of government investment in the manpower and material resources of rural hospitals will improve the availability of the health service of farmers and promote the health and health consumption of the residents.Then,according to the results of descriptive analysis and quantitative data analysis,combined with the data of the rural hospitals by field investigation,this paper summarizes and analyzes the problems existing in the financing,allocation and use of the current financial input system of rural hospitals.The result shows that in the process of raising the financial investment of the hospital,the division of the expenditure responsibility of the city and county finance is not clear and the county finance may bear too much responsibility;besides,the input chain is long,and the use of personnel and equipment needs to be improved.At the end,the suggestions are given: first,the service function of the hospital should be clearly defined;the service orientation of the rural hospital and the capacity of its basic public health service should be strengthened.Second,under the background of "strong grass-roots",it is still necessary to ensure the financial investment of the hospital and clear the financial fund raising responsibility at the county level.Third,In the process of performing the function of the hospital,the government should promote the government purchase service mechanism and improve the effect of the use of financial funds.Fourth,we need to increase the service publicity of rural hospitals,and change the residents' cognitive inertia.
