Research On The Target Responsibility System In Rural Governance

Rural governance is an important part of the national governance system,which is indispensable.The quality of rural governance determines the development,prosperity and stability of rural society.As the most basic administrative organ of the state,villages and towns are the foundation and the end of state power in rural society.The various development goals,plans and tasks of the Party and the state in rural areas are all need to be laid down by government at all levels.As a bridge between the grass-roots government and farmers,the village cadres are the concrete executors of the party and state policies in the countryside,as well as the main organizations supporting for the farmers to express and safeguard their own rights.The effective participation of village cadres plays a fundamental and decisive role in the performance of rural governance.In any ways,the order of rural society can't go without village cadres,which is the important rural social organization resource.So in rural governance,it is very important to realize the effective connection between township and village and play their role of the main bodies.This article takes the target responsibility system in R town as the research object,and studies the practice of rural governance in R town after the tax and fee reform.Through the chain of the target responsibility system and relying on the"responsibility-benefit" link to realize the connection between villages and towns,it encourage the village cadres to play a subjective initiative,enhance their sense of responsibility,play an important role in rural governance,and jointly achieve the process of rural governance goals.The research analysis mainly through interviews,participatory observation,questionnaire survey and collection of literature methods.It elaborated the target responsibility system implementation background from the four levels of township,the village committee,the village society and the system.It also showed the implementation of the target responsibility system as well as the evolution of the process through two stages of operation of the formulation and implementation of the target responsibility system.From the development of villages and towns and the village and village committees,the development and changes of the rural society and the people's livelihood,as well as the rural governance subject public participation and rural social order,this article also analysis the implementation effect of the target responsibility system.Finally,aiming at the problems existing in the implementation of the target responsibility system and the further prospect,the article puts forward the optimization measures to correct the value orientation of the target responsibility system,perfect the consultation mechanism and the evaluation mechanism.And the emphasis is to encourage village residents to innovate governance,to tap the potential of rural society,to improve the self-management of rural society,and to actively promote the rural grass-roots democratic construction.The ultimate goal is to truly achieve multi-coordinated co-governance of rural areas promote rural governance to better respond to the needs of society and the public and then promote the orderly development finally,the rural society can achieve a good governance.
