Research On The Countermeasures Of Developing Modern Fisheries In Sanming City

Located in the central and western part of Fujian Province,upstream of the Minjiang River Basin,Sanming City has excellent natural conditions for the development of fishery production.It is an important freshwater fishery production base in Fujian Province.After the reform and opening up,fishery production has developed rapidly.In particular,since the 1990 s,governments at all levels have increased their efforts to develop various water areas and promoted industrial optimization and upgrading.Fisheries have entered a new period of development.In 2016,the city's total f reshwater aquaculture area was 18151 ha,and the total freshwater fishery output was 111132 t,which was 141.59 times that of 744 t in 1978.Throughout the ages,for lack of effective planning and management of the fishery,and being limited by capital elements,talents elements,technical elements,land elements,and management elements,Sanming fishery development is faced with some serious problems.Through studying the related theories of modernization,fishery and modern fishery,the main evaluation index system of modern fishery is established in Sanming City,on the basis of the previous research on modern fishery comprehensive evaluation system.According to the characteristics of the development course of the Sanming fishery since the founding of New China,the characteristics of the four stages(the initial stage of fishery,the stage of fluctuating development,the stage of rapid development,and the stage of steady development)is summarized.Through the SWOT analysis method,the resource endowment of Sanming,the status quo of fishery development,development opportunities,and the challenges facing development are analyzed.Based on the above analysis,the countermeasures for Sanming City to speed up the development of modern fishery are as follows:1.Building a modern fishery industry system.Cultivate the dominant culture areas according to local conditions,control the development of fishing industry,adopt artificial drainage to increase fish populations,develop modern processing and distribution industries,and establish a recreational fishery management system.2.Improving the fishing infrastructure.Speed up the standardization and renovation of ponds,vigorously promote fishery facilities and equipment,and focus on the development of fishery facilities such as factory farming.3.Building a modern fishery support system.Speed up science and technology promotion and achievement transformation,establish a digital aquatic aquaculture service system,improvethe fishery supervision and management system,and accelerate the training of fishery talents.4.Increasing policy support for modern fisheries.Formulate special development plans,improve the steady growth mechanism of financial support for fishing funds,and improve the fishery insurance system.With the main objective of realizing the modern fishery of Sanming,this paper summarizes its fishery development history of more than 60 years,and establishes the main evaluation index system of modern fishery in Sanming City for the first time,so as to lay the foundation for the objective evaluation of modern fishery in inland mountainous areas in the next step,and it has important reference value to realize the fishery modernization of Sanming City.
