Strengthening investment promotion is a key measure to achieve hig h-quality development.It is an important starting point in the conversion of old and new kinetic energy,and it is also an important support in impr oving the competitiveness of the city's core forces.Since the reform and o pening up,China's investment promotion has experienced three stages:in itial exploration,rapid development,and transformation and upgrading.E conomic and social development has achieved rapid development.In the course of investment promotion,local governments have been in a domin ant position for a long time.This model had played a major role in the ear ly investment activities.However,it is facing new opportunities and chal lenges with the development of the world economic situation.The corresp onding government-led investment attraction model also has some drawb acks as the traditional investment model is no longer adapted to the new e conomic development environment.The essence of investment attraction is a market economic behavior,which will eventually become market-ori ented.Under the new background of the new era,how local governments change investment promotion methods and improve the effectiveness of i nvestment promotion has important research significance.This article is b ased on this issue as a starting point for research.This article combines economics(management)theory with specific economic activities in the writing process,combines historical phenomen a with realities,and uses literature research methods,case analysis metho ds,comparative research analysis methods,investigation and research ana lysis methods,etc.Local government investment promotion activities are the core of the analysis,combined with the actual work of attracting inves tment in Yancheng City,learned from the experience of advanced region s to putting forward reasonable suggestions.This article consists of five p arts.The first part briefly introduces the research background and signific ance of the paper,the research methods and innovations.The second part analyzes the current state of investment promotion by local governments,then finds out that some local governments are failed to change the conce pt of investment in time,and they still play a leading role in attracting inv estment.Analyze the malpractices and causes of this problem model.The third part carries on through thorough analysis to Yancheng city investm ent promotion activity,including history evolution,current situation and e xisting problems.The fourth part is researching the foreign investment in the United States,Japan,Singapore,Shenzhen,Suzhou and other advance d regions at home and abroad,summarizing the advanced experiences wh ich are worth learning.The fifth part is combining the above analysis and t he new situation faced by Yan Cheng's investment attraction activities to propose appropriate strategies and suggestions,including focusing on the four aspects of industrial chain investment promotion,innovating invest ment promotion model,improving science and innovation level,and opti mizing business environment.
