Employment is the foundation of people's livelihood.The report of the 18 th National Congress pointed out that improving employment as a national strategy to promote the implementation of employment policy.government work report in NPC and CPPCC,Premier Li Keqiang mentioned employment as many as 26 times during his work assignments and tasks in 2017.The report of the Nineteenth Congress pointed out that the quality of employment and people's income level should be improved." Planning for the sustainable development of the resource type city(2013-2020 years)".For the first time,it defines 262 resource-based cities nationwide and divides resource-based cities into four types: growth type,mature type,decline type,and regeneration type.Among them,decline-oriented cities include Fuxin,Fushun,Daxinganling,Dongchuan City and other 67 cities.Due to the depletion of resources,resource-declining cities have caused the city's economic backwardness,and people's livelihood problems is prominent.due to the lack of driving force for urban restructuring,the number of unemployed miners has reached more than600,000,and the number of urban minimum living security persons has exceeded 1.8million.Therefore,solving the employment problems in resource-reduced cities conforms to the people's growing good living needs,and reflects the current requirements for China's economic transformation and upgrading of employment,safeguarding people's basic living needs,improving people's living standards,and realizing resources.The economic and social coordinated and sustainable development of a recession-type city has certain theoretical and practical significance.This article selects one of the country's typical resource-declining cities,Dongchuan District,Kunming City,as the research object.Dongchuan District is the first country in the country to withdraw from the market due to resource decline,and is the only “re-employment zero tax zone” established in China.This article uses literature research,statistical data analysis and comparative research methods,based on the theory of industrial structure evolution,justice theory,and Keynesian theory,on the basis of defining the concepts of resource-declining cities,employment and unemployment,and social security.The current situation of the boom,decline,employment,and social security in the DongChuan area,using statistical data methods,reveals the employment status and existing problems in Dongchuan District,and analyzes the causes.At the same time,it draws on the experience of learning from foreign resource-reducing cities to promote employment.combined with employment difficulties and focus from the Dongchuan District,from the aspects of accelerating the economic restructuring,optimizing the employment environment,improving employment policies,strengthening employment assistance mechanisms,and improving the social security system,the countermeasures and suggestions for promoting full employment in resource-declining cities have been proposed.The study found that resource-declining cities generally have the characteristics of a single industrial structure,an unemployment rate is higher than the national average,labor reemployment difficulties,and an increase is in the number of poor people.The resource-declining cities are actively transforming the industrial structure and expanding employment.They are building industries that have strong employability and good market development prospects.At the same time,they encourage the development of a variety of small and micro enterprises in various forms to help ease the decline of resource-constrained cities.The employment issue will promote the harmonious development of urban economy and society.
