Study On Third Party Assessment Of Anhui Province's Poverty Alleviation

Since 1980s,the Chinese government has launched a targeted poverty reduction policy and has achieved great success.The incidence of rural poverty in China fell from 97.5%in 1978 to 7.2%in 2014.In February 2016,the CPC Central Committee and the general office of the State Council issued the "provincial Party committee and government poverty alleviation and development effectiveness assessment methods",for the next five years(2016-2020 years)to carry out the work of poverty alleviation and development of China's central and Western 22 provinces,the effectiveness of the annual evaluation by the leading group of the State Council poverty alleviation to entrust the third party to carry out assessments work.Each province has also introduced the third party assessment policy for the local actual situation.Among them,Anhui province in order to test the effectiveness of poverty alleviation and hard work,to obtain the true information of poverty alleviation,entrust the third party and university teachers and students in various provinces of Anhui province to carry out the evaluation work.In order to further improve the third party assessment of poverty alleviation in Anhui Province,this paper studies the third party assessment carried out by teachers and students in Anhui Province in recent years.From the research framework,research review third party assessment of previous paper results,and analysis of the current Anhui province poverty alleviation third party to assess the presence of highlights,and from the evaluation organizers to participate in the assessment,the limitation and the reasons analysis of four aspects of personnel,evaluation process,evaluation of existing.On this basis,combined with the successful experience of other provinces and cities in China and western developed countries,nine countermeasures have been put forward.Some of these measures belong to the supervision mechanism perfected to the third party,the reward and punishment system is established,some belong to improve the professional quality of the assessors,some belong to the perfect evaluation methods and evaluation techniques,and others belong to the supporting work of perfecting the third party evaluation.The author hopes that the above countermeasures can optimize the third party assessment of Anhui's poverty alleviation and strive to contribute to Anhui's eventual completion of the task of tackling poverty.
