Study On The Construction Of Multi Subject Supervision System Of Drug Safety In China

Drug safety issues related to people's health and life safety,but also related to the National People's livelihood and even the important issue of social stability.Major bad injury events in recent years frequently had to arouse our attention and reflection.Although,China has promulgated a series of policies and regulations,to further improve the drug safety laws and regulations,improve the work mechanism.However,China's government,drug industry and society as the three major areas of drug safety,regulatory system behind,the management of resource dispersion,and the lack of effective multi subject supervision system.And in the public policy of government departments,the interests of the background,main force of China's drug safety supervision is weak,therefore,to solve the existing drug safety supervision system,legal system and multiple security system problems,is a serious problem to be solved.Building a perfect government,as well as a standardized and orderly drug safety supervision system,to ensure drug safety,is placed in front of the current social management is a major issue.In this study,the theoretical support of public management,in order to build a unified multi subject supervision system,drug target,face and break through the existing single supervision system,taking Yancheng as an example,combined with the advanced experience of the drug safety supervision system of foreign countries,using the literature research method,interview survey method,empirical research method and summarized method.Combined with the institutional change theory and governance theory carries on the thorough analysis to the reform of China's drug safety supervision system,found the drug safety supervision in China drug safety supervision legal system is not perfect,the drug safety supervision between multiple subjects of rights and responsibilities is not clear,the relevant industry associations did not play its due role,lack of self-discipline and social supervision,public supervision of drug safety participation is not high,consumer rights channels etc..In view of the existing problems puts forward specific measures to improve drug safety in China,the multi subject supervision system mainly includes: perfecting the legislation,promote the efficient participation in accordance with the law;to clearly define the rights and responsibilities of supervision,improve the supervision and management system;strengthen the supervision of the main body connection science,maintain safety supervision information exchange;play industry association promote and improve drug safety awareness of social responsibility of enterprises;the establishment of drug safety consumer rights protection organization,cultivate awareness of the rights of citizens.
