From the perspective of insurance regulation,the paper explored the solutions to the insurance regulations under the background of the car insurance rate marketization reform,specifically based on the existing problems in Jiangxi.Literature review and comparative analysis were adopted as the major research methods in this paper.The first innovation of this paper lies in an empirical study on the Jiangxi market auto insurance rates and insurance regulatory reform,summarizing the experience of the reform of China's commercial auto insurance rates market;the second major innovation of lies in the Jiangxi Insurance Regulatory Bureau who conducted the research on the Jiangxi insurance regulatory issues with a background of the reform of commercial auto insurance rates market,followed with some policy suggestions on insurance regulation strategy.The main content of this paper is as follows.Chapter I:introduction.Chapter 2: the relevant concepts and theoretical basis of the marketization of China's commercial car insurance rates;Chapter 3: the review of marketization of China's commercial car insurance rates;Chapter 4: the marketization of commercial car insurance rate in Jiangxi and the practice and effect of insurance regulation;Chapter 5:the main problems of insurance regulation in the marketization of commercial car insurance rates in Jiangxi.Chapter 6t: countermeasures and suggestions of auto insurance market regulation under the background of marketization of commercial car insurance rate in Jiangxi;Chapter 7: conclusion and prospect.The main conclusions of this paper are: First,according to the review of the marketization of China's commercial car insurance rate and the analysis of practice in Jiangxi,this paper holds that the marketization of car insurance rate is a dynamic and gradual reform process.The goal is to realize that the market supply and demand determines the insurance rate.The major task is to to deal with the balance between the government insurance regulation and the market automatic regulation.Second,through the study of car insurance rate marketization practice in Jiangxi,the paper has drawn the lessons learned from the experience: First,strengthen the car insurance market risk management through establishing emergency response organizations,improving the emergency response process and developing risk maps based on the risk evaluation indicators;the second is to to regulate the threshold by pricing and quantify the onsite check at the market behavioral end to effectively protect the interests of consumers;thethird is to put forward the regulation policy "linking car insurance operation indicators with inspection and administrative licensing";the fourth is to launch regulation policy,regulation talks,rectification notice to inform the head office to manage the car insurance market through gradual regulation.At last,three policy suggestions are offered for the regulations under the background of car insurance rate marketization:establishing the regulatory system centering the payment capability;improve the car insurance market access and exit system;exert the regulatory power of industrial associations and the society...
