After 30 years of rapid development of the Chinese economy since the reform and opening up,the basic economic conditions have shifted from a big agricultural country to a big industrialized country.However,at present,the growth mode of China's industrial economy is excessively dependent on the input of material resources,Great demand,making the industrialization process of development to pay a huge resource and environmental costs.Industrial land as a carrier of industrial space is the most important urban land resourees.In the process of urbanization in our country,industry plays a decisive role.Industrialization is the driving force behind economic growth.Similarly,urbanization provides an important foundation for the sustainable development of industry.In recent years,the central ministries and commissions have issued documents indicating that the land policy for the future urban construction land in our country will tend to be tightened up.The possibility of newly added land to meet the space development of industrial industries is becoming less and less.Meanwhile,the demand for land for the development and upgrading of urban industrial industries in our country is becoming more and more large.There are a large number of idle or inefficiently utilized land in backward industrial enterprises in urban space.The space for urban industrial economic development and the use of backward industrial land The actual contradictions between the very prominent.In the future,only by continuously improving the utilization efficiency of industrial land,using less land resources to support greater economic growth and transforming economic growth from extensive utilization to intensive utilization can we provide a steady supply of sustainable and green development to our urban economy in the future power.China's future urban development mode of industrial land use patterns urgently need to expand from the extension of the connotation of tapping the potential,economical and intensive mode of land use change.Northeast China is the eldest son of the Republic,with abundant resources,good industrial foundation and favorable internal and external environment.It is the first heavy industry base after the founding of People's Republic of China.In recent years,the economic development in Northeast China is not optimistic.The economic downturn can be called "cliff-breaking." Many cities in Northeast China are born of industry,industries are flourishing,and industry plays an important role in the historical process of urban development.Faced with the complicated international political and economic situations and the external environment in which the domestic economic development has entered a new normal,urban transition faced with resource exhaustion,industrial recession and a single industrial structure is facing more difficulties in terms of urban social security and people's livelihood.Urban transition It has become the most noteworthy reality in the northeast region.Under the background of the increasingly prominent contradiction of urban construction land in our country and the tightening day by day of urban land policy,cities in northeast China are generally faced with the dilemma of urban revitalization and the need of industrial restructuring.Therefore,it is imperative to improve the industrial land management,Land with the related industries to carry out structural adjustment,to explore targeted land policy to guide the industrial positioning and development of the future cities in Northeast China.The purpose of this study is to objectively analyze the utilization efficiency of urban industrial land in all prefecture-level cities in northeast China at this stage and find out the fundamental factors restricting the utilization efficiency improvement.In this paper,we selected 34 prefecture-level cities in Northeast China as the study area and used the data envelopment analysis(DEA)SBM-Undesirable model to measure the urban industrial land use efficiency in all prefecture-level cities in Northeast China.On this basis,with the help of exploratory spatial data analysis(ESDA),this paper analyzes the evolution characteristics and the spatial differences of urban industrial land use efficiency in the overall and local spatial patterns in Northeast China.By using the spatial metrology model(SLM,SEM,SDM),this paper objectively analyzes the spatial heterogeneity of urban industrial land use efficiency in northeastern China at this stage and analyzes the factors influencing the spatial heterogeneity of urban industrial land use efficiency in this region.The selected data are 2006-Panel data of the prefecture-level cities in 2015 set the spatial weight matrix of the spatial econometric model based on geographic distance.According to the conclusion of the study,this paper finds out the factors restricting the utilization efficiency of urban industrial land in Northeast China and puts forward some policy recommendations aimed at improving the utilization efficiency.research shows:First,judging from the utilization efficiency of industrial land in the whole city in Northeast China,the situation is not optimistic.Timing point of view,the average utilization efficiency of urban industrial land in Northeast China between 2006 and 2015 as a whole increased,but the course of the decade showed a rising trend of fluctuations.From the perspective of space,the average utility efficiency of industrial land in cities of all prefectures in Liaoning Province in the three northeastern provinces was 0.592,with seven cities ranking the top ten in the region,the highest utilization efficiency compared with the other two provinces.Second,the global Moran's I index of urban industrial land use efficiency in Northeast China from 2006 to 2015 is positive.All the years passed the 5%significant test,which has a more significant spatial correlation.This shows that the adjacent prefecture-level cities in urban industrial land use efficiency relative concentration,resulting in a dependency.Local Moran's I Index Analyzes of the Local Spatial Evolution Characteristics of Industrial Land Use Efficiency in Northeast Cities:23 cities did not change from 2006 to 2015,and 11 of the cities in the low and low regions still did not break the status quo,indicating that between the cities in the low and low regions The lack of interactive and mutually beneficial effects is also limited by the radiation effects of high-level areas.Thirdly,the research shows that the utilization efficiency of industrial land between cities in northeast China has obvious spatial correlation.The efficiency of industrial land use in cities is not only determined by their own factors,but also affected by the neighboring cities.The improvement of the urbanization level and the improvement of the regional economic development all can obviously promote the improvement of the urban industrial.land use efficiency.However,the increase in the share of state-owned enterprises and the proportion of large and medium-sized industries will have a negative effect on the utilization efficiency of urban industrial land.
