The country has been encouraging “mass entrepreneurship and innovation” in recent years,which shows the government attaches importance to the development of private enterprises in commercial field.At present China's private enterprises take absolute advantage on the overall number,but on the scale of structure,the majority is small and medium-size,large and giant-size is few.This shows that we have lots of private enterprises are wandering in the small and medium-sized stage,the development of private enterprises is difficult.There are many reasons for that and the uncertain strategy is the most of all.The paper from the perspective of private enterprises,based on the three aspects of strategic analysis,strategy decision-making and implementation,systematically discussed the macro-environment,industry development background,market research data,industry environment,competitor research,company status analysis,strategy decision-making,strategy aim-making,strategy implementation and so on.In this paper,we introduced financial analysis,financial structure analysis,enterprise value evaluation,annual financial budget,strategy performance management system and so on,and referenced the basic ideal of DuPont,EVA,WACC,CAPM,BSC and other financial models,to reflected the financial support and guarantee in the entire strategy analysis,making and implementation processes.Financial analysis,verification and insurance are the key points of the strategic research in this paper.At first,in the strategic environment analysis part,including two consecutive annual financial statements and relative comparison,coupled with the DuPont model,to ensured that the enterprise have objective insight on itself and laid the foundation for making strategic decision.Secondly,based on the strategic decision and target,the paper used EVA model and financial budget tool to check the expecting ROE on three years later and financial possibility to realize the strategy aim.Then,in implementation part the paper used BSC and strategy performance management system to decompose the performance indexes on two point lines of financial performance and strategic point tasks,these indexes had be distributed on four layers of BSC to ensured the implement well.
