Since China's reform and opening up,investment of government and enterprises in infrastructure and other types of fixed-assets has been rapidly expanded,which lay a solid foundation for the fast-growing economy.However,with the expansion of the quantity of fixed-assets,the question of how to carry out effective management becomes serious.Management of fixed-assets is not only about usage,mending and maintenance,but also need effective management of the whole process including investment,assessment and obsolescence,etc.There for,enterprises could optimize the allocation of resources and improve the efficiency of management.Chen Dian International Company is an international power enterprises.Its main business includes electric power supply,municipal water supply and industrial gas production.As a power generation enterprise,the fixed-assets of Chen Dian International Company put up the characteristics of the industry and its own features.They are large in scale and quantity with high amount and wide distribution.Chen Dian International Company has a certain management system for fixed assets,however the implement progress of fixed assets management still exists some defects and problems.Through several investigations to Chen Dian International Company,this paper reviews the overall process of the fixed asset management and found the fixed assets management is using the capital budget instead of investment budget,part of the building project acceptance is not timely,low efficiency in the use of fixed assets,formalized inventory procedure,high depreciation in part of the fixed assets.By analysis,the causes of these problems can be classified into the budget management disjointed,internal control environment needs to be optimized,the definition of distribution management responsibilities of fixed assets should be improved and the lack of fixed assets management efficiency assessment.Through combining with the actual situation of the company and the characteristics of the power industry,this paper proposes solutions to improve investment in fixed assets budget system,improve the internal control environment,specification fixed assets management system,improve the efficiency of the use of fixed assets assessment in four aspects,and put forward specific fixed asset management improvement scheme.In this paper,starting from the actual situation of Chen Dian International Company,on the premise of the particularity of the electric power industry and the fixed assets management theory combined with the whole process of fixed assets management,find out the existing problems,and put forward specific optimization scheme in order to improve the management of fixed assets of Chen Dian International Company.The content of this paper has good pertinence,unique issues related to the company,and the related theoretical basis and analysis method can also be applied to other companies in the industry,improvement of the views put forward to provide reference for improvement of fixed assets management of other companies in the industry.
