To enhance the quality of economic growth,we should optimize the industrial structure and promote productivity growth."13th Five-Year" plan abandon the guiding ideology of the optimize of inter industry proportion relations,pointed out that the main line of the upgrading of industrial structure is to improve the productivity.This is a major adjustment on industrial structure upgrading.Under the control of a series of factors,however,such as government intervention,trade barriers,technology innovation and so on,the effect of industrial structure change on productivity is very complicated.In recent years,China’s second industry productivity decreased gradually,and the third industry productivity increased gradually.To a certain extent,it reflects the industrial structure appearancing the trend of rationalization and advanced.Therefore,it has important theoretical and practical significance to further study the influence of industrial structure rationalization and high level on productivity growth.In theory,this paper firstly reviews the related research results of the effect of industrial structure theory system on the industrial structure transformation,and analyzes the effect of industrial structure transformation on the promotion of productivity growth and economic development from three aspects.The paper analyzes the economic effect of the industrial structure change through Shift-Share method,and use mathematic models to analyze the effect of industrial structure transformation from the aspects of labor productivity and total factor productivity.Finally,the paper analyzes whether the factors of production can flow freely from the industrial structure rationalization and advanced and their influence on the productivity growth on the productivity growth,on the basis of which we can get the conditions that the industrial structure rationalization and advanced are consistent to promote the growth of productivity.In the aspect of statistical analysis,this paper estimates and analyzes the changes of industrial structure and total factor productivity from 1978 to 2014 in China.On the basis of the above analysis,we use the Shift-Share method of labor productivity and total factor productivity to analyze the change of industrial structure and total factor productivity.Industrial structure changes effect is verified,the results basically confirmed the existence of China’s industrial structure changes,"structural dividend".In empirical method,based on the panel data of 30 regions in China from 1996 to 2014,this paper measures the rationalization and advanced industrial structure from three dimensions: gross output value,net fixed assets and employment,and constructs the measurement of industrial structure change and productivity growth model,and a two-stepsystem GMM estimation method was used to test the model.The empirical results show that the rationalization and advanced industrial structure has the opposite effect on the productivity growth: the improvement of industrial structure rationalization can promote the growth of productivity,while the advanced industrial structure will restrain the improvement of productivity.The rationalization and advanced industrial structure of each dimension are measured by two methods,and the results obtained by combining the variables measured by different methods are the same.The advanced industrial structure inhibits the growth of productivity,which is consistent with the situation that the level of "service" is rising but the level of productivity is still low.Therefore,we should actively promote the optimization of industrial structure in the direction of promoting productivity growth to improve the quality of economic growth upgrade.
