Study On The Risk Management Of The Integrated Project Of The Basic Medical Insurance System For Urban And Rural Residents In Nanning City

China's 13th five-year plan makes clear that the goal of reform of China's health insurance system is to establish a more equitable and sustainable universal medical insurance system.We will integrate the existing medical insurance system for urban and rural residents,and enable urban and rural residents to enjoy equal medical insurance rights under the framework of the unified medical insurance system and promote the integration of national and rural areas.Nanning originally implemented the basic medical insurance for urban residents and the new rural cooperative medical insurance system.The two systems will run through the end of 2016.In recent years,with the continuous reform of the country's social security system consummation and Nanning rapid development of economy and society,and the two system track caused by running ginseng of repetition,fiscal expenditure on repeat and ginseng protect personnel to pay to enjoy the various drawbacks such as unfair.The existing urban residents' medical insurance system and the new system of the new rural cooperative system have gradually failed to adapt to the needs of the integration of the urban and rural areas in nanning.Therefore,nanning from 2016 to start the urban and rural residents basic medical insurance system integration project,asked at the end of August in 2017 eight "unification",realize the urban residents medical insurance and new farming in the management system,policy,to ensure treatment and health care coverage,fund-raising directory,designated management,fund management,management of orgnaization of unification,eventually make two system integrated into a system.In nanning urban and rural residents basic medical insurance system in the process of integration,will encounter all sorts of risks,such as political risk,management risk,technology risk,financial risk,etc.,if for these risks are not effective management and control,will affect the smooth implementation of the project.This research through the use of project risk management tools and methods,such as literature analysis,brainstorming,etc.,of nanning urban and rural residents basic medical insurance system integration project risk identification and assessment,on the basis of risk analysis and put forward effective measures to cope with the situation,for the project successful integration provides an Angle to think.
