| The "World Investment Report of 2016" which was released by United Nations Conference on Trade and Development(UNTCAD)shows that the global OFDI outflow ran up to 1 trillion and 470 billion dollars in 2015,at the end of 2015,the stock of OFDI reached 25 trillion and 40 billion dollars which has been the highest level since the financial crisis of 2008.At the same time,the scale of outward foreign direct investment for China is constantly expanding.Deadline to 2015,the OFDI net investment of China had already up to 145 billion and 670 million dollars with an increase of 18.3% on year-on-year basis which first ranked second among the world countries(regions).In fact,the promotion of domestic technological progress and the promotion of domestic innovation capability is one of the important goals for the Chinese government to promote the strategy of "going out".However,how about the implement effect of this strategy? Whether their exits the positive impact of Chinese enterprises OFDI on the regional innovation ability of home country?How is the relationship between reverse technological spillover of OFDI and other technology spillover channels? The answers to these questions need to be tested in a standardized way.There are significant differences in knowledge management capability among different regions in China.With the change of knowledge management level,the impact of OFDI reverse technology spillover effect on regional innovation capability will be different.There are significant differences in the development level among different regions in China,with the geographical location changed,the impact of OFDI reverse technology spillover on innovation capability will also be different.Different with the existing literature on the research of OFDI reverse technology spillover effect on regional innovation ability,this paper will put the framework of regional innovation capability in the process of innovation input,innovation output,innovation performance and the innovation environment into the OFDI reverse technology spillover and regional innovation capability system,and trying to provide a different perspective for regional innovation capability.First of all,aiming at the heterogeneity of regional innovation ability,this paper selected 30 provinces(area)of Chinese to build the balance panel data from four aspects of innovation input,innovation output,innovation environment and innovation performance to construct the evaluation system of regional innovation capability based on the view of province.The calculation of the final score instead of patent application or authorization number as a proxy measure of regional innovation ability can avoid the one-sided measure.Secondly,as one of the key variables of this study,this paper selects the data of 38 countries(area)around the world and using the method of LP to calculates reverse technology spillover effect of outward foreign direct investment on China.Furthermore,in order to objectively evaluate the regional knowledge management level,this article build a regional knowledge management level evaluation system from four dimensions which includes the knowledge cooperation,knowledge absorption,knowledge protection and knowledge diffusion.At the same time,the paper selected the foreign direct investment and industrial structure of property rights,geographical concentration as control variables and put them into the research framework to have a deep discussion.Furthermore,this paper uses the static panel model and dynamic panel model to analyzed the impact of outward foreign direct investment reverse technology spillover effect and knowledge management on regional innovation ability carefully from whole country and different district of east,middle and west.The results show that there exits the absorption threshold of the reverse technology spillover effect of outward foreign direct investment,regional knowledge management level,property rights structure and geographic concentration of industries have promoted the regional innovation ability of different aspects while outward foreign direct investment promotes the innovation ability only embodied in the innovation environment.The reverse technology spillover effect of OFDI in eastern China is most significant for regional innovation,while the central region is not significant and the western region is negative. |
