Gathering the unique culture,history and natural resources in rural areas,and promoting the development of rural tourism are important paths for the new rural areas and new urbanization construction.With the help of resource advantage,relying on the metropolitan area of radiation effects the implementation of rural tourism development requires the introduction of government,farmer and enterprise organizations actively intervene to promote rural tourism industrial upgrading and marketization;at the same time,the development of rural tourism should also deal with the relationship between traditional culture,between natural landscape and rural economic growth.Therefore,the development of rural tourism in our country has high systematicness and complexity.Combing the rural tourism development policies,documents,clear the role of government,farmers,enterprises and intermediary organizations in the development of rural tourism;the classic case into the rural tourism development in Shaanxi province is Yuanjia Village folk cultural tourism,ecological tourism Changjia village,according to the basic form and operation characteristics of the rural tourism development case;that guide the government to the tourism industry and encourage still occupies a leading position in the development of rural tourism,rural tourism is the important support of the industrial transformation.To further explore the factors limiting the development of rural tourism in our country,group a case project stakeholders for the respondents,the existence and the product and industry development planning,the tourism development problems in the investigation of diagnosis,that existing in the development of rural tourism government awareness is not in place,regulations and management rules is not perfect,imperfect infrastructure,service quality is not high enough publicity and marketing is the main factor to restrict the development of rural tourism quality improvement and industrial upgrading.Combined with interviews and research,from the perspective of government led new development model,sound policies and regulations,infrastructure construction and other aspects of the improvement of rural tourism development countermeasures.The implementation of these measures,will promote the rural tourism product structure and quality optimization,industrial chain extension,broaden the rural tourism market;at the same time,but also can effectively solve the problems faced in the development of rural tourism,to help the government and relevant departments to form a systematic and scientific rural construction concept.
