The government investment project is an important way for the government to realize its social function,improve the public living standard and complete the demand of economic development.With the deepening reform of China's economic system and implementing the proactive fiscal policy,the advantages of government investment project in promoting social and economic development is becoming more and more prominent,which makes its influence in the construction industry rising.Government investment projects have such characteristics as large investment scale,long construction period,wide influence scope and many stakeholders.The implementation of project management is difficult,and improper management will directly lead to the decline of government credibility.The study found that the original government investment project management performance evaluation system is difficult to measure the efficiency of its capital use,and the construction of guidance is limited.Therefore,to construct a set of scientific management performance evaluation system has strong adaptability in order to accurately measure the government investment project management,put forward improvement advice,improve the efficiency of the government investment project management and effectiveness of funds is a pressing matter of the moment.According to the characteristics of government investment project management,this thesis discusses the adaptability between it and value engineering,and puts forward the basic idea of applying value engineering theory to evaluate the performance of government investment project management.Based on analyzing the basic theory of value engineering,the management of value chain management theory used to break down and arrange the activities of government investment project management,constructing an evaluation index system of management performance of two aspects of cost and function,of which each index's weight determined with the combination weighting method consisted of Shapley value and the triangular fuzzy number.Taking into account the inherent characteristics of project management performance evaluation activities and the difficulty of obtaining project management information,multi granularity trapezoidal fuzzy number was used to express the completion degree of management activities,and quantitative integration of evaluation data is realized.Based on the basic principle of value engineering,functional and cost coefficient based on the above data was combined to calculate the value coefficient of government investment projects,completing the comprehensive measure of performance appraisal and efficiency of fund utilization of the government investment project management.Finally,the thesis used the investment resettlement housing project of a government in Qingdao to verify the scientificity and applicability of the evaluation system.The results show that the established performance evaluation system expands the ideas and provides a new method for the evaluation management performance of government investment project.
