| Along with the development of electronic information technology,the traditional bidding mode has been impacted.Along with the perfecting of relevant laws and regulations by the government and various ministries,the intensity and scope of supervision and audit of tendering activities are being constantly strengthened,which not only focuses on the bidding results,but also put emphasis on the procedures including the whole tendering process.Objectively,it requires that the information in the bidding process of construction projects must be as complete and accurate as possible.Based on the information system planning theory,the dissertation researched on how to adjust and plan the existing bidding information management system for the purpose of reducing the workload of the main bodies and realizing the integrity,traceability and easy acquisition of the information during the whole bidding and tendering process to meet the use demands of the relevant departments.Started from the bidding agency business process and based on the present situation of construction project bidding information management system of Tianjin,the dissertation studied the whole process information management of bidding which closely connected with the actual bidding operation.At first,the dissertation introduced the information use demands of audit and inspection departments,pointing out that the information managed during the whole bidding process should be complete,traceability and easy to be accessed.Then,taking Tianjin city as an example,it introduced the present information management system of construction project tendering and bidding.After reviewing some representatives of tenders,bidders and bidding agencies,it summed up the problems of current information management system which leaded to the research.Next,the dissertation untangled the critical factors in the theme of information demands of related departments and units to adjust and plan the existing information management system.At last,the dissertation also pointed out the restriction factors and put forward some countermeasures and suggestions. |
