Research On The Problems Of Inter-city Cooperation In Districts And Counties

In the wake of development of regional economic integration in China,the exchange and cooperation between governments became more and more frequent.Intergovernmental cooperation can be divided into longitudinal intergovernmental cooperation with affiliation and traversal intergovernmental cooperation without affiliation.Enclave economy,which rapidly developed in the last few years,is a former of traversal intergovernmental cooperation.Enclave economic park,co-constructed by district and county,is the practice of intergovernmental cooperation in the level of district and county.Based on public choice theory,intergovernmental relation theory and game theory,this thesis introduced the definitions of intergovernmental relations,the traversal intergovernmental cooperation and Enclave economy by reviewing the past literature.During the research among traversal intergovernmental cooperation in district and county level,by summarized the results of intergovernmental cooperation from Mayang industrial park and Jiangyin economic development zone,this thesis detailly researched Xian Gaoling industrial park as a special example,the report in this thesis found several existing problems such as lack of planning and design,unequal cost sharing,absence of organizational system,conservative idea and attitude,limited performance evaluation,etc.This thesis made a theoretical analysis from the angle of "economic man","path dependency" and "transaction costs" of economy and "administrative regional economy","fixed-term appointment system" and "performance evaluation" of politics and also a positive analysis from the angel of basic model of game theory to explore the origin of problems which appeared during the district-county cooperation.By positive analysis and theoretical analysis,this thesis also provided the path choice on optimizing the district-county cooperation,they are:change the cooperated concept between upper government and district-county government,clarify the content of intergovernmental cooperation,build a perfect distribution system,enhance the communication during the cooperation,diversify performance evaluation and improve the legal system of intergovernmental cooperation.
