Study On The Selection Of Ecological PPP Project Of FC Company

With the implementation of urbanization and the "one belt,one road" strategy,The burden of government departments to provide public goods will be heavier,public-private partnership(PPP)will play an increasingly prominent role in China's infrastructure construction.In the country to vigorously promote the construction of ecological civilization and new urbanization today,green ecological urbanization construction will become a striking focus.At present,China's environmental protection projects are facing financial bottlenecks,but ecological sustainable development is an international trend.The PPP model is the way in which government departments work with the private sector to provide public goods.While the private sector gaining benefits,the government departments can achieve their functions.The introduction of PPP model into the construction of ecological urbanization,can solve the financial problem of government construction project.As a result,there have been many ecological PPP projects in the country.FC company is the leader of the Chinese garden ornamental flower industry and the developers and operators of the construction of the colored eco-tourism park complex.It is a leading model and a mature experience in planning and building a color eco-tourism park complex.It has a leading position in the cultivation of high quality provenances,core technologies and industrialization.Many local governments are looking for opportunities to cooperate with them,but FC company has limited resources.Therefore,FC company face many eco-project selection issues.Based on the practical problems faced by FC companies,this paper studies the selection of ecological PPP projects from the perspective of social capital.The research on the selection of ecological PPP project is beneficial to the improvement of project decision system.This paper summarizes the relevant research on PPP project selection by combing the related literature of PPP project.The theoretical basis of the project selection and PPP project is introduced,and the relevant theory is applied to the specific project,which has a strong reference significance for the follow-up study.The fuzzy comprehensive evaluation model constructed by the paper can help the decision makers of the company to make the correct project selection so that the results of the project selection are more scientific,reliable and accurate,and it can also improve the project decision level of the company.Based on FC company's existing ecological PPP project selection mechanism,this paper uses the literature frequency statistics method to preliminarily select the evaluation index of ecological PPP project.Then,using the expert survey method,the evaluation index of the preliminary screening was optimized.The five dimensions of the indicators,namely the government support dimension,the project environment dimension,the project risk dimension,the project benefit dimension,and the sustainable development dimension,which have 19 indicators.Finally,the evaluation system of ecological PPP project selection is constructed.The weight of the evaluation index system is calculated and analyzed by means of analytic hierarchy process.When the weight is determined,the expert investigation method is used again,and the judgment matrix is determined,and then the weight coefficient of each index is calculated.At the end of this paper,the fuzzycomprehensive evaluation model of ecological PPP project is constructed by means of fuzzy comprehensive evaluation method,and the model is validated according to the present situation of FC company.From this study the paper have drawn that in the project evaluation system,the weight of the five dimension,that are the government support dimension,the project environment dimension,the project risk dimension,the project benefit dimension and the sustainable development dimension are respectively 0.1706?0.2872?0.0551?0.4143 and 0.0727.Indicating that the project benefit dimension and the project environment dimension are two key dimensions that need to be considered when evaluating an ecological PPP project.And the government support dimension is also very important,followed by the sustainable development dimension and the project risk dimension.The results of the comprehensive ranking analysis of 19 indicators can be found that in the top 10 indicators are the expected benefits of the project,the convenience of the project,the project payback period,the economy and the population size,the land delivery situation,the strategic support,the project land use situation,the project investment profit rate,the social benefit and the project completion risk.In the selection of ecological PPP projects,we must consider the impact of these factors,these indicators directly affect the effectiveness of the project selection.
