The performance management in National Tax Bureau of Pu’er began in 2014 and developed steadily in accordance with the overall arrangement that "try out in 2014,produce effect in 2015,and set a brand in 2016." Through the full communication between the higher and lower levels,organic performance and personal performance work along both line.Performance management has become the ’key’ to solve the problem in leading a group of people,the ’ruler’ to measure the leader’s performance and the ’stage’ to select talented people.Performance management plays a positive role,and it realizes the bumper harvests of both management and tax.There are still some problems to solve by comparing the new situation.For example,how to reinforce the thought in performance management,construct professional contingent,improve related system,and to form more normal ideas of the construction of performance culture.It’s an important theoretical and practical research topic to train the cadres to approve and act according to the organic aim,and to arouse the cadres’ vigor.There are the author put forth effort.The thesis is based on the problems and the sources in National Tax Bureau Of Pu’er,and gives us the measures to improve performance management.For example,permeating with the performance thought,deepen the cognitive ability of performance management;bring about steady improvement in performance check system of tax;rigorously enforcing the process of management,strengthen the application of check results;Exploring the ’performance management + X’ model,establish dynamic management systems and operating mechanisms;Stressing culture to merge into management,make cadres conscientiously observe rules;Implementing demonstration model,deeply advance the atmosphere of performance culture of tax.The thesis shows us practical problems of tax bureau of Pu’er in the process of performance management.Through applying the balanced scorecard,goal management theoretical research,and carefully selecting the object and scope of research,the author tries her best to make the measure more practical.It’s aim to provide decision reference in the research of performance management for tax bureau of Pu’er to a certain degree.
