Research On The Combined Implementation Of Maternity Insurance And Basic Medical Insurance For Workers In Hefei

As an important part of the social insurance system,maternity insurance system plays an irreplaceable role in promoting women's equal employment,balancing the burden of enterprises and safeguarding the rights and interests of women workers.But in recent years,management need maternity insurance coverage can not meet the social development can not adapt to the development of the times and fund balance problems have become increasingly prominent,and since 2015 two-child policy fully liberalized,the maternity insurance system has been a great challenge.Therefore,in 2016,our government proposed to pilot the implementation of the combination of maternity insurance and basic medical insurance for workers in 12 cities such as Hefei,and implement the unified registration of two risks,unified collection,unified management and unified management.As an important central provincial capital city in Central China,Hefei also pays more attention to the social medical undertakings while carrying out economic development.This paper takes Hefei merger as a case to analyze the two integration.This paper is mainly divided into five parts.The first part introduces the background and significance of the research,and introduces the current research situation at home and abroad in detail through literature review,and finally points out the research ideas and methods of this article at the end of this chapter.The second part,mainly through the introduction of relevant concepts and theoretical basis,points out their guiding significance in the study of the article.The third part,through interviews and literature collection,mainly introduces the situation of the merger and implementation of the maternity insurance and the basic medical insurance in Hefei,and compares the measures taken before and after the implementation of the merger.The fourth part is based on the analysis of the third part,and finds out the problems in the process of Hefei's merger and implementation,and analyzes the reasons for the problems.The fifth part puts forward reasonable proposals for the merger of Hefei's two risks through in-depth analysis of the existing problems and reasons,and drawing lessons from some domestic and foreign experience.
