A Comparative Study Of Selective Industry Policies And Competitive Industry Policies

Industrial policies play an important role in the economic development of most countries.Therefore,the importance of industrial policies is beyond doubt.The key issue is how to formulate and implement sound industrial policies.At present,the economy of our country has entered a new normal and the economic growth rate has slowed down.The mode of development has also gradually shifted from the extensive growth mode driven by the traditional dependence on factors and the investment-driven innovation to an innovation-driven mode.In the new stage of development,industrial policies also need to be adjusted and changed urgently.In this paper,from the perspective of micro-enterprises,we use the theory of enterprise competence to analyze two kinds of industrial policies,which are more discussed in current academic circles:the role of selective industrial policies and competitive industrial policies in cultivating business capabilities.According to the nature of business capabilities,the selective industrial policies cannot be effectively implemented,which is unfavorable to the cultivation of enterprise competence.However,the competition-oriented industrial policy helps enterprises to build their capacity by promoting competition and maintaining market mechanism.Therefore,the industrial policy of our country in the new era should be transformed into a competitive industrial policy oriented by the construction of enterprise capabilities.The competitive industrial policy oriented by the building of enterprise capability emphasizes that the main body of capacity building is the enterprise,and the government only plays an auxiliary role.By giving full play to the market mechanism,the government maintains a competitive environment,creates a favorable environment for the building of enterprise capacity and reduces the risk of enterprises’ Ability to build barriers encountered,thereby enhancing the core competitiveness of firm,and promote industrial development.Further,this paper takes the current China’s new energy automotive industry policy and the US advanced manufacturing industry policy as an example to conduct empirical research to further verify the selective industrial policy,due to excessive government intervention in the market,attention to product size,neglect of technology research and development,is not conducive to business capacity-building.Competitive industrial policies have created a good environment for enterprise capacity development,emphasized technological innovation and promoted the cultivation of enterprise competence.Based on the theoretical analysis and case analysis,this paper points out the problems existing in the current industrial policies in our country and puts forward some countermeasures and suggestions for the formulation of the future industrial policies in our country.
