In the background of globalization,high uncertainty of market and rapid technology development,single enterprise is more and more difficult to acquire the needed knowledge and new technology,seeking external cooperation,building inter-organizational relationship become an important way to acquire information and knowledge and improve innovation efficiency.The establishment of inter-organizational relations provides opportunities for the acquisition,sharing,creation and application of enterprise knowledge,resources and capabilities,broadening the enterprise resources and capabilities system and expanding the value creation space of enterprises.Thus,inter-organizational relations have attracted the attention of scholars,and become the core variables of enterprise network behavior and performance impact.However,in current study,a comprehensive discussion of relationship between organizations which are included in their dimensions,there are a little of the influence mechanism on enterprise innovation performance,the related empirical research is very rare.Under this background,this paper in the world within the scope of the network to Chinese enterprises as the research object,focusing on "how inter-organizational relationship enhancing the innovation performance of the basic problems in the relationship between the organization and the organization flexibility".Based on Inter Organizational Relationship between organization theory,learning theory and resource based view,verify the inter organizational relationship is how the organization flexibility influence its innovation performance.This article through the questionnaire survey,acquiring 205 valid questionnaires.The research results show that the Inter Organizational Relationship for organizational flexibility and innovation performance has an important influence,organizational flexibility can also enhance the performance of enterprise innovation,and organizational flexibility in Inter Organizational Relationship and innovation performance to play a mediating role,however,Inter Organizational Trust intermediary function influence on resources and ability of soft flexible in inter organizational commitment and innovation performance is not significant.The conclusion of the study,reveals the important role of Inter Organizational Relationship to enterprise innovation performance,organizational flexibility and innovation performance of the three from the theoretical point of view,of the influence mechanism of Inter Organizational Relationship and innovation performance,provide theoretical support for the research of flexible organization.From the perspective of practice,this paper from the angle of the relation between the factors of attention to organizational flexibility,help to explore ways to enhance the enterprise organizational flexibility in a dynamic environment,how to establish a suitable Inter Organizational Relationship guidance enterprise,provides a new perspective for.the enterprises to improve the organizational flexibility.Although this paper concluded some meaningful research,but limited to the executive ability and objective resource constraints,there are still some limitations,need to deepen and improve future research,mainly in the following aspects:first,partial measures have to be improved,although many variables involved in this thesis is based on through literature review,and test the reliability and validity,and using Likert seven scale by respondents scoring still has great subjectivity,measurement deviation and defects inevitably,if a comprehensive assessment with objective data,will help to improve the quality of research;secondly,the range of samples aren't collected from all parts of China,mostly from the eastern coastal provinces,that affected the results of the generalization degree,so the research conclusion of this paper needs to be verified in a wider area.
