With the rapid growth of market economy and the diversification of world financial forms,money-laundering has become an unavoidable hidden danger in today’s society.The irrational characteristics of economic behavior and capital flow triggered by money laundering is an important hidden danger that affects financial stability.Money launderers often use differences in national legal systems and political systems to operate across borders,and their threats and destructive effects on the international economy and the domestic economy are unprecedented.Anti-money laundering has become one of the fields of cooperation that the international community attaches great importance to,not only to the healthy development of the financial industry,the national security and social stability,but also the effective means to curb all kinds of serious upstream crimes.Financial enterprises,especially banking financial enterprises,are special enterprises which operate the traditional business contents such as saving money,lending,cheque exchange and Bill discounting,clearing the city and exchanging money.and financial institutions are determined to keep their clients ’ privacy standards,and make money-laundering even more dangerous.Bank-led financial enterprises have been the first line of anti-money laundering.Through comparative analysis of the regulatory characteristics of countries and regions,this paper summarizes the experience of anti-money laundering supervision in developed countries or regions,for reference.Because the anti-money laundering activities of banks have the properties of public products,the anti-money laundering supervision departments and financial institutions have the game behavior in the anti-money laundering supervision because of their different goals,this paper takes the game theory as the analytic framework,unifies the complicated multi-factor in the anti-money laundering work,satisfies the external supervision demand and the internal management demand.This article attempts to make logical deduction and historical facts combined,combining theoretical research with modeling analysis,summing up lessons learned and the basic methods of horizontal comparison of supervision modes,this paper makes a comprehensive analysis and discussion on the effectiveness of anti-money laundering supervision system,and tries to study the problem of anti-money laundering supervision by using modern economics knowledge.There are six chapters in this paper,the main contents are as follows:The first chapter of this article,introduction.This paper expounds the background and significance of this study.Through the comparison of domestic and foreign anti-money Laundering Supervision Research theoretical results,elaborated most of the theoretical focus from the law and legal aspects of the discussion,less dedicated to the improvement of supervision methods;Most of the theoretical achievements focus on the concrete measures to strengthen the anti-money laundering supervision and management,and seldom analyze the profound reasons causing the inefficiency of the Anti-Money laundering supervision and management.Most of the money laundering and anti-money laundering activities are qualitative analysis,there is little quantitative analysis,and the theoretical research of the empirical research through the modeling is rarer.The second chapter introduces the meaning and harmfulness of money laundering,the process and basic means of money laundering,and shows that it is imperative to curb money laundering,introduces basic laws and regulations of money laundering and the basic methods and measures of anti-money laundering.The third chapter focuses on the status and Problems of anti-money laundering supervision in China.This paper reviews the development History of anti-money laundering in China,introduces the components of Anti-Money laundering supervision system,and analyzes the problems existing in the supervision system.The fourth chapter of this article introduces the anti-money laundering supervision models in Hong Kong,Italy and the United States respectively in China.Through the comparative analysis of their merits and demerits,summed up these advanced areas and countries of anti-money laundering experience.In chapter fifth,we analyze the game behavior of money launderers and commercial banks,and their respective game behaviors,it concludes that only the restriction of law is far from satisfying the regulatory requirements,and in order to motivate the financial institutions to take the initiative in anti-money laundering,and to enhance the effect of anti-money laundering in China,the regulator must adopt the policy choice of "Strengthening control,proper encouragement,control and encouragement".And give the corresponding policy recommendations.The sixth chapter of this paper is summary and prospect.Summarize this article and make a prospect for future development.
