The development of Chinese software industry changes rapidly.After the 18 th National Congress of the Communist Party of China,the intensity of input in the transformation of government functions and the deepening reform of state-owned enterprises is unprecedented,which attracts great attention from countless people.In this developing process of reform,the software plays an increasingly important role and carries a growing mission.However,we can easily find that with the raising scale of software and the rapid development of software industry,the software crisis has gradually emerged: the growing cost of software,the difficulty in controlling the progress,less high-quality delivery,maintenance and upgrading difficulties,etc.We seriously analyze the true cause behind the crisis,and finally come to the conclusion that "solving the software crisis not only includes technical issues,but also management issues which is more critical".Moreover,software experts have developed the software engineering methods to defuse the crisis.The CMM-software capability maturity model,one of those methods,is generally recognized in the industry.A company,as a state-owned research institution,has learnt and piloted the CMM theory and method,which achieves initial results.The management generally recognizes the great significance and value of CMM and decides to promote and construct it according to the project management.Nevertheless,the comprehensive promotion and construction process,with highlighted issues of multiple command,work prevarication,demonization,etc.,is beset with difficulties.In order to improve the management level of CMM promotion and construction project and successfully complete the promotion and construction task,the author was appointed as the person in charge of the promotion project.Combining with his years of experience in software technology,project management and departmental management in project management,he has studied several applications of project management in CMM promotion and construction,focusing on the project-related human resources allocation and incentive management issues.The specific research contents are as follows:In terms of human resource allocation,this paper firstly analyzes the current situation,problems and causes of human resource allocation in the project through adequate investigation.Furthermore,this paper analyzes the organizational structure,work analysis and duty of work in human resource management,uses the position factor weighted average method,the project responsibility assignment and other scientific methods to improve the organizational structure of project,and designs the position responsibility statement,members with management plan and project responsibility distribution matrix.In terms of human resources incentive,the paper analyzes the performance status,current problems and causes of the project members through the investigation and research.Moreover,the paper studies the performance,incentive and cultural construction of human resources management,and uses KPI key performance index and on-demand incentive and other scientific methods to enhance the performance of project team.The paper,with aiming at the main management issues in CMM promotion project,starts from the human resource allocation and incentive,combines the practical project,carries out research and practice,forms institutional assets such as system and process,and establishes the management system.Finally,it achieves the goal of not only enhancing the level of enterprise software engineering,but also providing the corresponding reference for the state-owned counterparts.
