Since the reform and opening up,China's foreign trade import and export volume has maintained a sustained and rapid growth momentum,making remarkable achievements.However,the problems in the development of China's international trade are still serious,China has maintained a trade surplus for a period of 23 years since 1994.However,processing trade constitutes a major trade surplus while the service trade has maintained long-term deficit,total and structural imbalances exist.23 years of foreign trade imbalance caused China's increasing dependence on foreign trade,increased domestic inflation;over-exploitation of domestic resources,difficulty to optimize industrial structure;intensified trade friction,the pressure of RMB appreciation continued to increase.In the study of solving the problem of foreign trade imbalance,scholars often discuss the problem from the perspective of trade policy,the RMB real exchange rate and the international industry transfer and others,while ignoring the importance of the improvement of fiscal and taxation system.This paper explores the mechanism and coordination mechanism of the long-term balanced and sustainable development of international trade in a country's fiscal and taxation system,and finds a new way to solve the long-term imbalanced development of China's current international trade.The reform of finance and taxation system plays the foundation and important pillar role of national governance modernization.The reform and perfection of fiscal and taxation system is an important measure in the "13th Five-Year Plan".In order to solve the problem of international trade imbalance,combining the opportunities for reform of the current fiscal and taxation system,this paper used the data of 30 provinces in China from 2001 to 2015 to establish the panel data empirical analysis model and explored the major causes of international trade imbalance in fiscal and taxation system.The study found that:the export tax rebate system for goods trade is not sound,the total export tax rebate is high;After the comprehensive promotion of"replace business tax with value-added tax",zero tax rate of tax rebate accounted for only 30%of service trade export,still up to 70%of service exports only remained tax-free,has yet to solve the service trade export tax rebate system shackles.The imperfection of the environmental tax system has caused the trade cost not to be internalized,which leads to the low cost of China's commodity exports and the huge ecological deficit behind the huge trade surplus.The government payed great efforts on tariff reduction but little on the support of "green industry",its fiscal revenue function and regulatory function is limited.Fiscal expenditure scale and imperfect structure impacts the effective operation of income redistribution mechanism,reduced domestic demand and stimulated exports lead to international trade unbalanced development.Based on the above research,this paper discussed the difficult situation of China's international trade imbalance and put forward the countermeasures:Optimize the export tax exemption policy and promote the export of service trade;Improve the environmental protection tax as soon as possible and promote the transformation of green foreign trade;Full play to the role of tariffs,effectively regulate the trade import structure;reasonably control the financial expenditure scale and structure and reduce trade surplus.
