In the background of the reform,Pingtan comprehensive experimentation area integrate the industry and commerce,quality supervision,food and drug administration,intellectual property rights,price,and the health supervision altogether,implementing the " Six in One"market supervision system and canceling the vertical management below the provincial government returning to Pingtan,which is playing the special role in the time.This study begins from the concept and the function of the market supervision,using the integral government theory seamless government theory and literature research method,comparative study method to summarize the basic situation of applying the" Six in One " market supervision system reform in Pingtan comprehensive experimentation area,and analyze the faced challenges of the reform.We found that the main challenges include inadequate suppoting measures,overlapping functions and buck passing still exist,differences between the branch offices caused by avoiding responsibility,lacking of modern advanced information means of supervision,market supervision and human resource have some problems.At the same time,we analyse the causes that prevent it from normal functioning and conclude that the regulatory system is not perfect to realize the benign regulatory,legal system is not perfect which can not meet the regulatory needs,the change of administrative functions increases the difficulty of monitoring,the lacking of modern advanced information supervision means effects Management innovation and service efficiency,the imperfection of accountability mechanism and the system of team construction reduces the expected supervision system and divide in public opinion,performance management system is not mature which lead to regulatory efficiency.To improve the " Six in One " revolution and optimize the market supervision in Pingtan experimentation area to play a "experimental field"and "bridgehead" role in the "tube service" reform,the study referrs to domestic and foreign advanced management experience of developed areas,combined with the actual Pingtan situation,from the concept of straightening out the market supervision system,improveing market supervision responsibility mechanism,using credit information and geographic information system to optimize the supervision means and the environment,strengthening the construction of legal system standard in the front-line law enforcement,and strengthening the team building to put forward some countermeasures and suggestions.
