| Regional competitiveness is a kind of comparative advantage which has its own economic region with a relatively ability of independent development.This comparative advantage has reflected by the competition for limited markets,resource optimization and the improvement of development potential with other similar regions in a specific target time.It is the result of the combined effects of all aspects,such as economic,society,technology,culture,people's quality and policies.The competition of regions have always existed cause of the distinct differences in the geographical distribution of economic activities and natural endowments.Since the national implementation of the decentralization in the 1980s,local governments gradually obtained the rights of regional development.The intensified of regional competition has received more and more attention from experts,government departments,entrepreneurs and even the general public.In this situation,the research of regional competitiveness provides not only a new perspective for the investigation of regional economics,but also a new theory and an analysis system.At the same time,the content of competition theory has been enriched and developed,which has an important guiding significance for regional policy-makers to establish the regional development strategy.Pingtan Comprehensive Experimental Area has eventually found in 2009 upon the development background of the West Coast Economic Zone in order to make Pingtan as an important strategic breakthrough point of the development of the West Coast Economic Zone.As the first experimental zone which faced to Taiwan,the development of Pingtan has be confronted with significant historical opportunity.Therefore,it is necessary to reveal and recognize reasonably the characteristics and relative differences of regional competitiveness in this region at its earlier stage of development.This study carried out foundation on the widely read and analysis of domestic and foreign research results on the regional competitiveness.On the basis of economics,regional economics,Porter's competition theories and ways of statistical and industry clusters,this study started its analysis from a dynamic point of view,which included the macro evaluation of regional competitiveness and the micro analysis of industry clusters competitiveness.It discussed the interaction relationship between the regional competitiveness and industry clusters,then adopted the SWOT analysis to make a study of regional development.The results show as the below:1.Four conclusions are shown out from the competition of economic and social indicators between Pingtan Comprehensive Experimental Area and the Min Delta's.At the first,Pingtan Comprehensive Experimental Area is far less than the Min Delta on aggregate indicator.Secondly,Pingtan Comprehensive Experimental Area shows a high-strength of growth on development,especially the second industry growth rate as high as 28.2%.Thirdly,though Pingtan Comprehensive Experimental Area still has gap with the Min Delta's on average indicator,the economic density is much higher than Zhangzhou.Fourthly,about other important indicators,the proportion of secondary industry of Pingtan Comprehensive Experimental Area is less than half of the other areas;the proportion of tertiary industry is much more higher;the development of urbanization is stay on a low level;the consumer price index is on the same standard with Quanzhou and Zhangzhou;government finance has a poor self-sufficiency ability and the revenue must be increased if this area want to has rapid development.2.Through using principal component analysis to evaluate the regional competitiveness of eight counties in Fuzhou,this paper indicates that Pingtan Comprehensive Experimental Area is situated at the fouth place and much higher than Lianjiang,Minqing,Luoyuan and Rongtai.Also it shows that macroeconomics of Pingtan is situated at the fifth place.All the above indicate that econimic has larger role in promoting the overall strength of region.However,regional competitiveness is not only the result of economically competitive,but also the combined effects of varieties of factors.The infrastructure,residents living and government management are located at a middle level of fouth and fifth places,which depend on the opportunities and informations of government.The industrial economy of Pingtan is ranked at the second place which only behind of Fuqing.And this shows that Pingtan has a greater potential for the development of industrial economy,which also provides the theoretical significance on the study of industrial clusters.3.The analysis of time difference of assets and liabilities has shown that the Regional Competitiveness of Pingtan presents a steady upward trend from 2007 and jumps to a moderate level of fouth from the lowest level in Fuzhou county regions.In generally,all aspects of competitive doesn't change so much in 2006 to 2007.However,the transformation became significantly after 2008 and the development speed of all aspects became much faster especially in 2010.All the changes have great relationship with the transform of Pingtan from a ordinary country to a Comprehensive Experimental Area in 2009.At this point,the Pingtan Comprehensive Experimental Area has shown out great development potential.All the competitive advantages of Pingtan come mainly from the industrial economy,infrastructure and living and the effect of industrial economy is particularly obvious.4.Using per capita GDP as the approximate measure factor of regional competitiveness to carry out the impact factor analysis.The affect function of industrial economy to regional competitiveness is:lny=5.628+1.358lnx2+0.448lnx5(R2=0.939),in which y represents to the per capita GDP,x2 represents to the proportion of industrial added value,x5 represents to the level of urbanization.The affect functiom of external conditions to regional competitiveness is:lny=4.345+0.538lnx6(R2=0.959),in which,x6 represents to the external factors that constituted by the role of government and the introduction of foreign capital.5.We find that the Pingtan Comprehensive Experimental Area preliminary forms three major industrial clusters which are the shipbuilding industry,the fish processing industry and the wind power industry after we depth site visit and access to the relevant documents.We verify reasonable by the means of location,industrial agglomeration scale and industrial gray relational and the results are,Location Quotient(Q):9.00,2.56 and 2.07;Industrial Agglomeration Scale(G):10342027.74,227469.68 and 170,549.32;gray correlation coefficient Y of the industrial output value:0.874,0.916 and 0.751.In summary,the three industrial clusters of Pingtan Comprehensive Experiment Area have the large scale of industrial agglomeration.6.According to the hypothesis model of microscopic analysis,we use cluster analysis to carry out analysis of elements stats and model reconstruction about the industrial clusters' competitiveness.In general view,the essential productive factors have the greatest influence to industrial clusters,then is the demand conditions and the role of government,and at last ate the relevant and support industry and foreign capital's introduction.Industry cluster is the result of continuous development of market economy,and it relies on the competely infrastructure,expanding market demand and the relations of good exchanges and cooperation between enterprises.The government's role has more profound influence to the development of cluster.Therefore,we take these four factors as the endogenous variables of the diamond model.Relevant and support industry has the less contribution than endogenous variables of the other original models to industrial clusters' competitiveness.The tertiary industry such as various research institutions and intermediary services cluster doesn't has the strongly promoting effect to clusters' competitiveness.So we take tertiary industry with foreign capital's introduction as the two exogenous variables.This model has the certain forecast function to the position of industrial clusters'competitiveness.7.Using SWOT to analyze the regional competitiveness of Pingtan Comprehensive Experimental Area and the advantages are more obviously on marine fishery resources,wind resources and tourism resources conditions.The establishment of Pingtan Strait Bridge,gradually improve of transportation system about land,sea and air and important location factors with Taiwan are the other advantages.However,there also have some disadvantages which manifest in the higher of per capita indicators,the lower average of per capita index and the unsubstantial industry fundation.The structure of these three industries is unreasonable with the proportion of 29.45:20.36:50.19.Also the human resource is insufficiency.The huge market demand of agriculture and livestock breeding and the inclination of government policies are the opportunities to Pingtan.But the threats are the misconceptions of early development,the fewer demand of foreign and the degradation of environmental and resources.Through the quantitative evaluation and reasoned analysis of regional competitiveness of Pingtan Comprehensive Experimental Area and discussed about how to create competitive advantage,this paper provided the regional policy-makers clearly recognized the development of capabilities and competitive position of all indicators in this region,effectively found the factors which enhanced the competitive strength.Finally,this paper supplied meaningful references for the makers to take effective measures to enhance the competitive strength and deflate the gap in order to promote the division collaboration.The subject had both the depth in theory and
