Research On Safety Production Supervision Of The Construction Administrative Department

Construction industry is a field of high incidence on production safety.Promoting the safety production supervision effect is the issue that construction administrative department pays a high attention too.Because of the complexity of construction production,the traditional governance method,taking everything into it's own hands,encountered a bottleneck.Since the third plenary session of the 18 th CPC central committee,with deepening of governing idea,and the transformation of government functions,more social subjects involved in the public affairs management and achieved good social benefits.Cooperative governance is a kind of political theory developed in the public administration practice in recent decades,its basic characteristic is the understanding of the diversity and integration in the process of governance,through the cooperate of government,market,the third sectors and such action subjects,they administrate public affairs together,in order to realize the public interest,and improve the governance effect.This article introduces the cooperation governance idea in the safety supervision of construction production,then analyzes the current model of safety supervision,which includes the division of production safety responsibility,safety supervision organization system and operation mode,etc.,then studies the positioning of the construction administrative department,and put forward the possible problems.At the last part of the study,combined with the spirit of cooperation governance theory,from building trust relationships,establishing the system of cooperation,proclaiming the administrative process,clarifying the responsibility of each party,encouraging market,as the third party,to participate in,and adopting complex policy measures,those six aspects,some policy suggestions to improve the safe production supervision effect of administrative department are put forward.
