Research On Village-level Debt Management Problems In J Town Of G City

Village debt will make the grass-roots political power construction and development lag,not only conducive to rural social stability,but also affected the government's image in the hearts of the people.It is great theoretical and practical significance to study the village debt,which prevent the relevant risks,to maintain grassroots stability and promote the development of new countryside to build social harmony.J town is located in the Huadong Lixia River area in G city,which is more representative of the agricultural town.On the basis of the investigation and study of the village-level debt,this paper fully draws on the relevant research results of domestic scholars,which analyzes the basic principles and composition of village-level debt,elaborated the town existing solutions and shortcomings.J town from partial resolving debt,stability control of new debt,has carried on the control to resolve gradually history to resolve the debt,but because of village cadres'ideological understanding with not reach the designated position,collective economy weak,debt resolving power is insufficient,the burden on farmers policy strictly,debt collection is difficult on the debt management still exist.Based on the article subsequently passed economic reasons,namely,the village level organization stable source income not much,the village-level debt quality and self-expansion;The institutional reason is that the village level function is unclear;The policy reason is that the supply of rural public goods is insufficient;The management reasons namely village level internal management is not in place;The government management system is not perfect and the related professional talent is absent;The social reasons is the overall low agricultural interests and other aspects of the cause analysis of village debt.Based on these analysis,this paper puts forward innovative and feasible Suggestions from the aspects of building a comprehensive solution concept,strengthening the construction of new countryside and strengthening government functions.Through the investigation and study of J town rural debt,qualitative and comparative analysis,compared to other domestic experts and scholars research achievements,it is concluded the root of the village-level debt is developing a new socialist countryside,improve the village collective economic income level,to the town and the region and even the same type of villages and towns in the future,to get a better and faster village-level debt problems to provide theoretical guidance and practical reference.
