Research On The Comprehensive Budget Management Of XR Company Based On BSC

Since the 1920 s,comprehensive budget management,emerging in DuPont,General Motors in the United States,has become a standard operating procedure in large industrial and commercial enterprises.Comprehensive budget,as an important part of internal control,plays an effective role in allocating the resources,organizing production and business activities,completing the established business objectives.It plays a major role in promoting the growth of the modern enterprises.With the continuous development of domestic economy and society,enterprise's business goal has transferred from simply completing production tasks to achieve the strategic objectives,and comprehensive budget also has developed into an integrated strategic management tool which has control,motivation,evaluation,and many other features from the initial planning,coordination.So enterprises should achieve development strategies by means of comprehensive budget tool.Comprehensive budget,as a management control method which is able to integrate all the key issues into a system,has become an indispensable management mode and management tool in modern enterprises.Every employee in enterprises should understand comprehensive budget thought,and managers and finance staff should master this versatile management control tool that provides scientific and efficient support for the development of enterprises.Based on field research,this thesis chooses XR company as the subject of case study and systematically investigates comprehensive budget management system,comprehensive budget fulfillment situation,problems and factors in XR company,and gives proposals.The main body consists of four parts.The first part of this paper introduces the XR company comprehensive budget management system,including the basic situation of enterprise,budget management mode,budget organizational framework,budget information system,basic budget process.The second part analyzes fulfillment situation of the XR comprehensive budget,including the setting of strategic objective,budget planning,budget execution and control,budget analysis and evaluation,etc.The third part points out problems of the XR company comprehensive budget management,including comprehensive budget and the strategic objective are out of touch;comprehensive budget index system is imperfect;the comprehensive budget execution and control is not well;the comprehensive budget evaluation system is not perfect;comprehensive budget information communication is not smooth and other issues.The fourth part gives specific proposals for the problems identified,including using SWOT to formulate development strategy,using balanced score card to perfect comprehensive budget index system,improving comprehensive budget execution and control,perfecting comprehensive budget evaluation system,and strengthening the comprehensive budget information communication.This study not only enriches the case study of comprehensive budget management,but also offers some references for domestic small and medium manufacturing enterprises to make a comprehensive budget.As well as,it furtherly explores the better integration way of the business strategy and comprehensive budget through the introduction of tools such as the Balanced Scorecard,etc.
