Research On Restraint And Optimization Of Land Re-development System In Resource-exhausted Mining Area

A large number of industrial land was inefficiently use due to the exhaustion of mineral resources,which caused waste of resources.the framework system of intensive land use system was put forward at the national level,the land redevelopment in resource-exhausted mining area has gradually become major initiatives that national and local thoroughly implement the concept of "innovation,coordination,green,open and sharing" and the breakthrough of resource constraints.How to revitalize the stock land resources has become the focus of the study as a positive and effective urban construction land supplement.However,the system restriction of industrial land redevelopment not only affects the effective release of land use potential,but also often exacerbates the natural constraints of land.it is not enough that chinese scholars analyzed the land redevelopment system problem,which requires depth study.This research adopts analysis system and method systematically of institutional economics,through a comprehensive combing of China ’s stock land redevelopment system,cleared its constrainted issues and innovative system design,which is of great theoretical and practical value for the redevelopment of industrial land in China.Firstly,this paper constructed a demand system for land redevelopment stakeholders in resource-exhausted mining area regard the type of "stakeholders-stakeholders activity content-stakeholders activity carrier" as the basic framework according to the connotation of interest subject,interest object and interest intermediary that based on the theory of stakeholder,and also points out the specific content of the three contains.It is believed that the mixed organization pattern is most suitable for the mining land redevelopment,the essence of interest conflict lies in the competition of land development rights,and the dynamic mechanism of mining land redevelopment is derived from the adjustment of urban function and industrial structure,the transformation of enterprises,the manifestation of land value.Secondly,we can find that the land redevelopment model is changed from government-led to market mechanism,and the mining enterprises involved in the land redevelopment increment income distribution has become trend through sorting out the land redevelopment system.And mining land acquisition is so complicated which constits of allocated land,authorized operating land and remisee land,different modes of land corresponding to the different power,property rights transfer and redevelopment obstacles.The key issues of redevelopment are mainly reflected in the withdrawal of the main property owners and the entry of new market players.Based on the above analysis and comparison,this paper summarizes the reason and essence of land redevelopment system restriction,and pointed out the defect system problems such as property right system,land develop rightsallocation and income distribution system.Thirdly,from the perspective of macro and micro,this paper analyzes conflicts between supply and demand of land redevelopment ssystem caused by system restriction.At the micro level,it mainly embodies the direct stakeholders: the central government and local government,local government and mining enterprise on the conflicts of increment income distribution,information access,development conditions;At the Macro-level,it is the government-led and market mechanisms,redevelopment path and approval system,property disposal and bidding,auction,listing,increment income exclusive and benefit-sharing,mining rights and land property rights,which is the most essential reason.Fourthly,this paper constructs the central government and local government,local government and mining enterprise two-game model by using the general game analysis framework of system evolution based on the game theory of interest group under the constraint of institutional system,analyzed the strategy of the main body under different conditions,and evolution of the system path,that explainded the internal mechanism of land redevelopment system change.Then regard this as direction and theoretical basis,the paper designs the land redevelopment system,which contributes to improve the mining land redevelopment efficiency.Finally,selected gushuyuan mining in jincheng as the empirical object which the efficiency of land redevelopment is relatively high.It also analyzed the policy constraints caused by the land system in the stock land redevelopment of gushuyuan mining;The practice of gushuyuan mining stock land redevelopment has high consistency with the optimization of the proposed system this paper,which can verify the application value of the research results.
