Research On The Function About Expanding Employment Of Unemployment Insurance In Xuzhou

Unemployment insurance is an important part of the social security system. Since its establishment, unemployment insurance has played a role in protecting the basic needs of the unemployed. With the development of the times, the economy is facing the transformation,the Chinese labor market is facing the pressure of supply and demand, unemployment insurance needs to give full play to the role of promoting employment, perfecting unemployment insurance to promote employment function become the focus of unemployment insurance. In this case, Xuzhou introduced a series of initiatives to promote employment, which initially achieved some results, however, because the unemployment insurance system is not complete design and measures are not in place, unemployment insurance plays a limited role to promote employment. This paper uses the method of survey Research and comparative analysis. Based on the field investigation, questionnaire survey and data analysis on the situation of promoting employment of unemployment insurance in Xuzhou by visiting enterprises, the unemployment insurance center of Xuzhou,and Employment Service Center of Xuzhou,this paper finds out problems, reasons and countermeasure. This paper Founds problems of function of Unemployment insurance to promote employment: some groups do not enjoy projects of Unemployment insurance to promote employment; the basic livelihood of the unemployed is not guaranteed; measures to promote employment have not been implemented; Unemployment insurance did not stimulate re-employment enthusiasm of the unemployed; Unemployment insurance does not encourage enterprises to play the role of "good governance". The reason is as follows. System design of Unemployment insurance to promote employment is not perfect;Unemployment insurance spending and expenditure structure is unreasonable; The payment method of Unemployment insurance is unreasonable; Unemployment insurance rate is unreasonable; Function of Unemployment insurance to promote employment lacking of linkage mechanism of Employment policy. Therefore, this paper puts forward feasible suggestions for perfecting the function of Unemployment insurance in Xuzhou from the angle of system design and concrete measures.
