Research On The Problem Of Unemployment Insurance Preventing Unemployment And Promoting Employment Function

Unemployment insurance as an important part of social security system andemployment support system，not only shoulder the traditional function of the basic lifesafeguard and promote employment，but also have the new mission of preventingunemployment and keeping employment stability. Now our country is in the new stageof deepening the reform，employment contradiction is gradually prominent，as well asthe serious unemployment problem. But the unemployment insurance system of ourcountry is lagging behind. It is lack of clear and specific policy in promotingemployment and preventing unemployment. There is no consensus in the academiccircles. Therefore，the research has important theoretical and practical significance onhow to further improve the unemployment insurance system and truly realize itspreventing unemployment and promoting employment function.In this paper， combined with relevant examples of the running of theunemployment insurance system in Yangquan City， by using qualitative andquantitative research methods，through the comparative analysis of the international anddomestic， longitudinal and transverse， this paper evaluates the function of theunemployment insurance system in china，on the basis of the unemployment insurancedevelopment process and effect on the reemployment. As we all know，China’sunemployment insurance system has obtained some achievements，but there are stillsome problems such as inadequate protection，insufficient employment promotion andpreventing unemployment. Especially a large number of funds are not used effectivelyover a long period of time. It is unreasonable no matter for the intention of insurance orneeds of system construction. At the same time，combined with China’s structuralunemployment situation，this paper reveals the deep reason of the unemploymentinsurance system preventing unemployment and promoting employment insufficiency，through analysis the coverage，fund structure，collection method and payment modefrom the angle of system. Then，by selecting Germany，Japan and American to analysisempirically the advantage and experience of the three countries’ unemploymentinsurance system in preventing unemployment and promoting employment， exploreand research the specific path and policies to improve the function of our country’s unemployment insurance system to promote employment and prevent unemployment.Adjustment of the unemployment insurance fund expenditure structure and the singlerate system and payment mode should be put in the first place. Secondly，coverage needto be expand，and the overall plan level should be increased. Policy design of preventunemployment and control fire is also necessary. Finally employment services remain tobe strengthened. Therefore take measures to promote and improve the unemploymentinsurance system of our country，protect vulnerable groups，improve reemploymentability of the unemployed. Innovation of this paper is to select the function angle，combined closely with needs of social economic development to analyze problems. Inthe case，data is difficult to obtain. So the existing data is being summary and make adetailed analysis，and through the investigation data to make up the insufficiency.Through system rationality and recipients’ actual situation analyze the problems. Atlast，put forward specific ideas about fund expenditure，elastic rate mechanism andregressive payment mode.
