The Impact Of The Government Economic Participation In Foreign R&D Embeddness

With the promotion of supply side reform,how to effectively carry out the supply of innovation system has become the focus of domestic scholars.According to the importance of foreign R&D embeddedness and rational use in technology innovation and economic transformation and upgrading of the Chinese,this paper involved 30 provincial regions(except Tibet,Hong Kong and Macao)from 1998 to 2014 for statistical data,building a test model of institutional change of the mediating effect,and researching the influence of government economic involved in the level of foreign R&D embeddedness.To measure the level of China foreign R&D embedded the provincial area,this article researched 9 embeddedness variable: foreign R&D personnel embeddedness,foreign R&D capital embeddedness,foreign development and transformation capital embeddedness,foreign R&D institutions embeddedness,foreign patent applications embeddedness,foreign patents licensing embeddedness,foreign new product projects embeddedness,foreign new products sales embeddedness and foreign new product output value embeddedness,constructing foreign R&D embeddedness index by principal component analysis.The results show that the level of foreign investment research and development in China is decreasing from east to west,and with the passage of time,the imbalance of this kind of space presents a kind of "curing" situation.Then,this paper used entropy method to construct the government economic participation index,constructed the index system changes with the principal component analysis method,and selected the index of trade competition,human capital,infrastructure,economic development level and material capital stock as control variables.In order to test the system changes in the intermediary role of government economic participation impact on foreign R&D embeddedness level,the inspection process is divided into three stages,in the static panel using hybrid least squares method,fixed effect model and random effect model regression analysis for the robustness test system with GMM method in dynamic panel.The institutional change played a full intermediary role in the relationship between the government economic participation and foreign R&D embeddedness level,the effection of government economic participation into foreign R&D embeddedness is not significant,institutional changes have significant effect on the level of foreign R&D embeddedness,with effect in the fixed effect model was 0.1285,in the GMM model system was 0.0487.In the study of regional distribution,institutional change played a complete mediating effect on the relationship between the government economic participation and foreign R&D embeddedness in the eastern and central regions,but in the western region it played partial mediation effect.Considering the spatial heterogeneity of the possible problems,this paper introducted some spatial econometric methods to measure the mediating effect of institutional change,like spatial lag model,spatial error model,GMM space model and the SPGMM-Tobit model developed from GMM space model.The study found that: the phenomenon of spatial spillover of foreign R&D embeddedness level is significant,and institutional change played a complete mediating effect in the relationship between government economic participation and foreign R&D embeddedness;robustness test also indicated that in the process of China's economic policy transmission,there is a link of “government economic participation change?institutional change?foreign R&D embeddedness participation change”;institutional change has significant promoting effect on the level of foreign R&D embeddedness,the government economic participation through institutional change has negative effects on the foreign R&D embeddedness level.To this end,the article finally proposed some suggestions to promote government economic participation and institutional change to match with each other,pay attention to the unbalanced development of China's foreign R&D embeddedness level and strengthen exchanges and cooperation with neighboring(near)areas.
