Research On The Heat Price Of China’s CHP With The Game Model

In recent years,along with rise in environmental protection,human,water and electricity fees(such as railway,highway freight,old social average wage,the heat-supply pipeline maintenance,depreciation and other costs),the cost of heating enterprise have rising.Pricing mechanism of heating contains both the cost of enterprise management factors,and includes the welfare of the government to provide public goods.With high energy conservation and energy efficiency,and less pollution features,Cogeneration has relatively wide development prospects in our country.But due to the heating companies are mostly state-owned and incomplete in the sense of competition in the market main body,enterprises have to sacrifice their own interests to the government’s target of political and social service.Like electricity,gas,water,heating network system also needs to be fixed,heating has the nature of public utilities.In the established market demand situation,from the point of view of cost and efficiency,monopoly is more advantageous to reduce the industry average cost,so the complete monopoly is more advantageous to reduce heating price.But there is also insufficient.Under the market mechanism of price can manifest the value of goods better,so the government should strengthen the supervision.In this paper,through the implementation of the cogeneration to analize the energy saving,economic benefit and environmental performance,we can obtained the necessity and urgency of cogeneration implementation in our country.And then using the signal game to analyze the government in the process of heating price pricing,heating the signal game behavior of the enterprise,by building a game model to achieve the heating enterprise report cost,prevent heating enterprises from the associated prices for profitable purpose,heat to ensure the legal rights and interests of enterprises and heat users.In this article,at last,by constructing a dynamic game model of Stackberg governmental price fixing and competition mechanism under the implementation of cogeneration,leading to heating price impact on heat users to choose.Through to the government pricing,price and the game analysis of the heat price under the completely competitive market,it is concluded that the government,enterprise and heating heat users have guiding significance to the conclusion.
