Sustainable development is a new sort of practical model for international community to advance economic social development in 21 century, which is the only way to achieve the new pattern industrialization of China. The Combined Heat and Power (CHP) is the important measure for the city to solve problem of air pollution and increase the rate of energy utilization. CHP has integrated benefits of energy saving, improve the environment, increase the quality of heating supplying and electric power generation. Firstly, the article illustrates the intention of continuous development, the theoretical system, the basic principles, and the evaluation method used. Secondly, the article analyses the history, status quo of the domestic CHP development. In the synthesis affects the CHP company sustainable development various aspects factor in the foundation, the system of evaluating indexes are established scientifically, and together with analytical hierarchy process determining the weights of the indexes, using multilevel fuzzy comprehensive valuation to calculate the evaluated numeric value, which makes the evaluated numeric value more objectively. In the end, the model is used to CLP GuoHua Power Beijing Cogeneration Branch Company get a quantitative result. According to the result, some suggestions are given in this paper.
