The housing problem has been Plaguing the rulers of authorities,how to solve the lowincome families living in the problem of housing,is the top priority of authorities..With the rapid development of social economy and the influx of rural population into cities,the urban economy and urbanization process have been developing continuously.The urban population has also become stronger in housing demand.The housing issue has become a worldwide problem to be solve.Since 2007,the affordable housing in China has entered into accelerated construction period,and began to emphasize the public rental construction In June 2010,?Guidance on accelerating the development of public rental housing ?,([2010] no.87)officially announced,it aimed at resolving the urban middle-income earners of family housing.Specifically,"Twelfth Five-Year Plan " to further clarify that public rental housing has gradually become the focus of protection of housing developing,and will become the mainstay of affordable housing.Through years of development,Ningbo has built a wholesome security system,the chief public rental housing,supplemented by other housing security,to solve a large number of lowincome families in housing problems.However,there also appeared some problems,on the one hand,large pressure on local financial investment,too much government borrowing and public rental housing funds withdrawn from circulation are too low: On the other hand,the structure of public rental housing surplus in some are of low-income groups of applicants,a number of public rental housing was vacant,that resulting in a large number of public rental housing idle waste.And the yearly checking public rental housing,income exceeds bid to repel,the annual inspections cannot contact the tenant management problems.Therefore,the level of follow-up management of public rental housing needs to be improved,access and exit management needs to be strengthened and other issuesThrough the comprehensive analysis,this article puts forward the PPP model of public rental housing,using the methods of service outsourcing,franchising,common property right privatization,to alleviate the local financial pressure effectively,to solve the problem of public rental housing security in Ningbo.Accelerate the construction of funds return fast,a reasonable increase in housing utilization efficiency,fully realized should be guaranteed at the same time,and actively optimize the level of housing security management.In this process,we should pay attention to the implement of multi-mode PPP mode,and multi-means of monitoring PPP mode.To achieve the healthy and sustainable development of Ningbo public rental housing and promote social fairness and justice.
