Highway is very important to the development of national economy.At present,the construction of the integrated transportation network and the "big traffic" is placed in the basic,overall and strategic position.Highway construction requires a large amount of funds,so the future transport infrastructure will bring huge pressure to the local finance,in order to ease the financial pressure,to ensure the smooth development of highway construction,the need to explore diversified financing channels.PPP(Public-Private-Partnership)by government departments and social capital,ensure financial investment in public projects,not only contribute to the project financing,but also promote the government functions change,innovation and Realization of project management system.In this paper,based on the relevant theory of PPP,according to the specific case of M expressway project,the PPP model of financing and decision-making.This paper first investigates the traditional highway financing model,describes the PPP model the definition,classification and connotation and highway projects and the main characteristics;on the basis of summarizing the advantages and risks of PPP financing mode,expounds the existing PPP financing obstacles and problems;secondly the decision-making characteristics of highway financing model based on the proposed the value of PPP project evaluation decision theory,and to study the qualitative evaluation method and quantitative evaluation method;finally,the M highway project as an example,the comprehensive analysis and analysis of PPP project benefit necessity of PPP financing,the value of qualitative analysis and quantitative analysis methods to guide PPP financing decisions.Put forward the risk control corresponding countermeasures and suggestions.
