| In recent years,with the rapid development of social economy and the rapid growth of motor vehicles in LD City,the existing road network and supporting facilities in the main urban area cannot meet the traffic requirements due to planning and aging and other reasons.Therefore,it is urgent to carry out a scientific,high standard,advanced quality upgrading and transformation optimization to meet the requirements of urban development for transportation facilities,to improve the functions of the city and enhance the overall quality of the city.Thus,the road network project of the downtown area in LD City has come into being.Based on the financial situation of LD City,PPP scheme is intended to be used,but whether the project is suitable for PPP arrangements needs to be evaluated,i.e.value for money assessment.At present,although the Treasury department has issued Value for Money guidelines,but there is no breakdown of the specific industry.Based on the road network project of the downtown area in LD City as the research object,this paper analyzes the VFM assessment to explore the evaluation indexes and the operation process,providing a reference for the VFM evaluation on the network project.First,this paper analyzes the theories of PPP schemes and VFM.In addition to the six basic indicators,there are five indicators of additional index for the road network project of the downtown area in LD City.Through the expert scoring,the weight and score of the above-mentioned indicators of this project are determined.The final score of the qualitative analysis is 79.65,which is greater than 60.Moreover,the relative scores of each indicator is calculated.The results show that the relative score of each indicator is more than 60%,demonstrating that the project is feasible.After the qualitative analysis,the quantitative analysis is conducted.Both the calculation of the public sector comparator(PSC)and the PPP value have been presented.The results show that the value of VFM is 18.37 million and the index of VFM is 7.91%,which means that PPP scheme is suitable for this road network project.Finally,this paper analyzes the sensitivities of VFM,including the discount rate,the standard parking charges and the road maintenance cost.The findings provide a reference for the governments to conduct the analysis of VFM... |
