Energy-conservation and environmental-protection industry as China's seven strategic emerging industries,the state introduced a series of science and technology policy to support and guide its scientific and technological development,relying on scientific and technological innovation to support the changing the mode of economic development and upgrading of industrial structure,to promote China's green economy continuous growth with high speed.However,China's energy-conservation and environmental-protection industry science and technology policy research started late,the foundation is relatively weak,facing the environment is more complex,and the science and technology policy itself is uncertain and dynamic.Therefore,after the implementation of the policy for some time,it is necessary to carry out scientific and effective analysis and evaluation of the effect of science and technology policy of energy-conservation and environmental protection industry,to find out its effectiveness and existing problems,and to adjusted and improve,so as to promote the upgrading of science and technology.This paper collects and summarizes the science and technology policies of energy-conservation and environmental-protection industry from 1990 to 2016 and selects 72 highly relevant policies as the research object,and evaluates the science and technology policies of energy-conservation and environmental-protection industry from the aspects of performance and policy text.In terms of performance evaluation,mainly through the selection of patent applications,the construction of state key laboratories,energy consumption and environmental management and other aspects of several aspects,as a measure of energy-conservation and environmental-protection science and technology policy performance indicators,focusing on the implementation of policies before and after the relevant situation changes and improve the situation,highlighting the energy-conservation and environmental-protection industry the role of science and technology policy.In the aspect of policy text quantification,the supply-oriented,demand-type and environment-based science and technology policy tools are the basic tool dimensions(X-axis),to basic research,development research,industry demonstration and application of science and technology for the industry chain dimension(Y axis),constructs and uses the two-dimensional analysis framework to analyze the 72 cases,and points out the shortage of science and technologypolicy of energy-conservation and environmental-protection industry in China.And introduced the United States,Japan,energy-conservation and environmental-protection industry science and technology policy situation,focusing on analysis of the two countries energy-conservation and environmental-protection industry,the advantages of science and technology policy,formed a reference experience.And in accordance with China's energyconservation and environmental-protection industry science and technology policy problems,combined with the United States and Japan energy-conservation and environmentalprotection industry science and technology policy of successful experience,put forward to strengthen energy-conservation and environmental-protection industry,the optimal combination of science and technology policy tools;improve energy-conservation and environmental-protection industry science and technology fiscal policy;Positive and negative two-way technology tax policy;through scientific and technological legislation to maintain the authority of science and technology policy and continuity;emphasis on scientific and technological talent policy system;to strengthen energy-conservation and environmentalprotection technology basic research support and so on several optimization path,for our energy-conservation and environmental-protection industry science and technology policy to provide a proposal and reference.
